Shakky propped her chin on her hand and asked curiously.
"What do you want with Rayleigh?"
"Oh, I wanted to invite him to Hoenn Fortress as a recruit instructor."
Good took a gulp of wine and explained why he had come.
What he wanted to establish was a massive organization similar to the Navy. It was ten or a hundred times more troublesome than building a crew like one of the Four Emperors', mainly because he lacked talent.
With over 170 affiliated nations to bleed dry, the World Government's massive recruitment drive could soon make up for the losses of the Paramount War.
That was the depth of its resources.

Although he thought the chances were slim, there was no harm in trying to invite him. He could just treat it as a visit to catch up.
