Since building this network takes a great deal of magical power and time, and it cannot be moved once built, and only house-elves can use it, so it cannot be offered to our masters-very few groups of house-elves do this.
"But Hogwarts has employed so many house-elves since ancient times that, of course, it built a powerful, indestructible network long ago. Only, only for certain reasons, Dobby has not yet been able to officially join this network. But that does not matter.
