Sure enough, those people were the real culprits behind Blastoise's rampage yesterday.
To think that device had affected the two Gastrodon in such a short time.

Just as the two Celebi were about to fly around and search the area, the two Gastrodon reached the beach and began attacking each other!
"Pupu!"
"Aaah! What's that?!"
"Run! Wild Pokémon are fighting!"
"Get out of here!"
The tourists and anglers on the beach scattered at once. Everywhere the two Gastrodon passed, they left puddles of water, much like the salt Nacli produced as it moved.
Anyone who stepped in those puddles was bound to fall.
Quite a few tourists fell victim to them in their panic, and the scene instantly descended into chaos!
"Ama!" Steenee gritted her teeth and charged toward the chaotic beach without hesitation.
When the situation was unclear, she could choose to retreat for her own safety and that of her companions, but she could not let innocent people get hurt once everything was clear.
Nor could she stand by and watch the two Gastrodon remain under the bad guys' control!
"Ama!" Steenee called out as she ran, telling the two invisible Celebi to use Heal Bell to soothe the Gastrodon.
She herself tried to use moves to draw the Gastrodon's attention.
"Fufu!" Smoliv hurried after her, too. She tried to use Razor Leaf to keep the two Gastrodon from colliding, but it barely helped...
The Gastrodon were extraordinarily strong. Their soft bodies naturally cushioned physical attacks, and the slippery liquid coating their surfaces dispersed the force of moves even further.
Worse still, they had a hard, thin layer of shell on their backs.
