Those two organizations had survived entirely because they were good at running away and had not caused too much trouble. Otherwise, if the League wanted to catch them, it would not have been particularly difficult. A major reason Archie and the others had ultimately managed to pull off their schemes was that they fled very quickly and hid their bases very well.
