Heath only remembered a few relatively important figures, and the reason he remembered Huoying, a senior executive of Team Magma, was his name. After all, the name Huoying was so dramatic that Heath naturally remembered a few things about him. As Heath recalled, Huoying was an executive who only appeared in Pokémon Adventures and had never appeared in the mainline games, which made him rather unusual. He had not expected to run into him now, though, or for the item he gave him to be so strange. A meteorite fragment? He had no idea what use it had.

The corner of Heath's mouth twitched. Good grief, what sort of fragment had he been given this time? This really was rather novel. Heath had genuinely never heard of anything like it before. But speaking of Rayquaza reminded him of the woman who had eaten at his restaurant once before. She was Rayquaza, and she had indeed eaten meteorites, which he had even had to fetch from outer space himself using Hoopa's Golden Ring. Rayquaza had not visited again after that.
Still, that was perfectly normal. After all, Rayquaza was a Legendary Pokémon that constantly flew through the ozone layer, and seemed to have some ability to regulate the climate. Whenever Groudon and Kyogre caused trouble, Rayquaza was usually the one who went over to subdue them and mediate, so Heath felt that Rayquaza ought to have some ability to regulate the climate.
Groudon and Kyogre's abilities became much stronger after Primal Reversion, but Heath remembered that Rayquaza should still have been able to alter the weather. After all, Rayquaza's strength spoke for itself.
