Tanbai Rogue Person explained,
"An edict issued by the Mysterious Heaven Alliance, of course. Ever since its founding, every sect of the Shu Chinese Mysteries has had to obey its deployments."
Cheng Xinzhan thought that the Mysterious Heaven Alliance really was overbearing. In the East's Haoran Alliance, disciples of the various sects who wished to descend the mountains to undergo trials registered with the alliance themselves, then received Command Arrows or were assigned them. There was no compulsory conscription.
But on closer consideration, this was hardly strange. Different places had their differences. The immortal Dao of the East had always advocated withdrawing from the world to roam free, whereas Western Shu's Xuanmen had always promoted cultivation within the world. Such an approach was only to be expected.
Especially with Shu Land surrounded by demons on all sides and the current situation giving even less cause for optimism, things could easily go awry without such a central body to coordinate deployments.

A major sect in the
