The Criminal Operations Department occupied many floors of the Murray Building at the Police Force's Tai Kwun, but the Security Department occupied the highest of its office floors.
The other departments, even O Division and the Narcotics Bureau, which carried considerable weight within the Criminal Operations Department, had their offices below the Security Department.
Only the offices of the Police Force's core leadership and the administrative officers who assisted them were above the Security Department.
That alone demonstrated the Security Department's special significance within the Police Force.
Zhou Quan took two of the Security Department's leading officers straight to the floor housing the Criminal Operations Department's Headquarters Division.
Rather than heading directly to the Headquarters Division's main office area, the three of them walked toward a conference room on the west side of the floor.

As soon as Zhou Quan reached the conference room door, an aggressive voice reached his ears.

"They're all fabricated. This is clearly a frame-up."
