Background / History
Veteran PTU Officer
He Wenzhan has served in the Police Force for over ten years, including nearly a decade in the Mobile Unit. Kwan Man Chin considers him his most capable subordinate and one of B Company’s most experienced officers. His extensive knowledge of West Kowloon’s gangs, triads, and local society makes him the natural choice to introduce the newly arrived Zhou Quan to the district 13 48 49.
Although initially attentive to Zhou Quan’s apparent connections and unusually young age for an inspector, He Wenzhan develops genuine confidence in him after witnessing his marksmanship. Within their first weeks together, Zhou Quan also comes to appreciate He Wenzhan’s loyalty to fellow officers 13 15.
Armored-Car Robbery
During a patrol, He Wenzhan rebukes officers who mock a colleague killed while pursuing armored-car robbers. His concern extends both to the dead officer’s family and to the consequences his colleagues could face for making such remarks before their commander 15.
Later that night, he encounters his friend Lam Tong, whose service revolver has gone missing after an assault. He Wenzhan wants to protect Lam Tong’s impending promotion but refrains from asking Zhou Quan to break the rules. Zhou Quan instead orders a search, and the weapon is recovered before the incident is reported to Control Room 16 17.
When Zhou Quan subsequently shoots four armed robbers, He Wenzhan instinctively steps in front of him to provide protection. He then leads two officers to inspect the bodies, finding pistols, AK-47 rifles, and stolen pounds. His protective reaction becomes a decisive reason for Zhou Quan to regard him as someone he can trust 19 40.
Warehouse No. 3 Investigation
Zhou Quan uses He Wenzhan’s friendship with Lam Tong to arrange a meeting at Kowloon Cafe. He Wenzhan suspects that the invitation concerns missing robbery proceeds and initially prepares to defend his friend. By the meeting, however, he privately shares the suspicion that Lam Tong took the money. When Lam Tong abruptly leaves, He Wenzhan tries to follow him until Zhou Quan intervenes 28 29.
He later participates in the raid on Big Rich Nightclub. At Zhou Quan’s request, he reluctantly hands over his service pistol without knowing the plan; Zhou Quan unloads it and forces it into Tai Po Black’s hand to fabricate an accusation of gun theft and assaulting an officer 30 31.
At Summer Palace Villa, He Wenzhan helps arrest four armed robbers and accompanies Zhou Quan to their rented room. He discovers cash and weapons beneath the beds, then receives orders to notify Control Room and summon the rest of the patrol. The resulting investigation contributes to the team’s promotions 37 39.
Anti-Triad Unit and Operation Pig Slaughter
After completing the PTU rotation, Zhou Quan asks about He Wenzhan’s preferred posting and brings him to the Yau Tsim District Anti-Triad Unit. He Wenzhan welcomes the transfer and quickly becomes acquainted with his new colleagues 40 42.
During the confrontation with Wong Po’s men on Nathan Road, he handcuffs a yellow-haired suspect and draws his weapon when the surrounding gangsters advance. A Group’s officers follow his lead because they recognize him as Zhou Quan’s trusted representative 44.
In Operation Pig Slaughter, He Wenzhan leads A Group in arresting Ah Ji. He later records Ah Fei’s testimony against Wong Po and is entrusted with guarding the witness around the clock until he can testify in court 48 49 50.
Appearance
- Has a resolute face and often appears stern or unsmiling 40.
- Arrives for his Anti-Triad Unit posting in uniform, unlike the other officers present apart from Zhou Quan 42.
Personality
He Wenzhan’s guiding principle is solidarity with fellow officers. He is warmhearted toward colleagues, fiercely protective of those he considers his own, and willing to take risks for friends. His intervention on behalf of a fallen officer and his instinctive protection of Zhou Quan demonstrate that this loyalty is more than a slogan 15 19.
His loyalty can conflict with professional duty. He would willingly help Lam Tong through the lost-pistol incident, yet recognizes that he cannot demand favoritism from his commanding officer. Later, he remains concerned for his friend despite suspecting him of taking stolen money 17 28 29.
Toward criminals, He Wenzhan is forceful and unconstrained by rigid procedure. The narration describes him as familiar with underworld ways while retaining his own principles. He is also perceptive about hierarchy and personal relationships, recognizing Zhou Quan’s unusual standing from the treatment he receives from senior officers 13 15.
Abilities & Skills
District and Underworld Knowledge
- Possesses extensive familiarity with West Kowloon’s gangs, triads, and people across different walks of life 13.
- Is personally known to local underworld figures, including Big Rich Nightclub’s manager and Dongguan Chai 30 33.
- Is assigned to help Zhou Quan learn the district because of this experience 13.

- Reacts promptly to armed danger, drawing his weapon and assuming a combat position after Zhou Quan shoots the armored-car robbers 19.
- Recognizes AK-47 assault rifles at a glance 19.
Close-Quarters Combat
- Is considered by Zhou Quan to be probably the only other officer in the Yau Tsim District Anti-Triad Unit capable of matching Ah Ji in close combat 48.
- This assessment reflects his long PTU service; the text does not establish that he could reliably defeat Ah Ji 48.
Operational Leadership
- Leads officers in securing armed suspects and searching a robbery hideout 37.
- Commands A Group’s arrest operation against Ah Ji while Zhou Quan coordinates from the police station 48.
- His actions carry enough authority within A Group that other officers follow his lead during the Nathan Road standoff 44.
