  • Tomb Tiger Operations teams took their positions, and Madam Squad officers posed as caregivers to protect Jing Jinxian’s wife and daughter around the clock.
  • A month later, Emma asked Jing Jinxian when they could go home, but he could not give her a date; she reassured him that she and their daughter supported him.

Ch. 732Tomb Tiger proceeded smoothly

The National Security Department's Tomb Tiger operation detected a suspicious Mercedes approaching Jing Jinxian's safe house, and the officers recognized Mr. Dong among the men who emerged. The team prepared to take control as Jing Jinxian hurried back to check on his family.

  • Yeung Chi-lung ordered the surveillance team to track the Mercedes, check its license plate, and prepare weapons for combat.
  • A Madam Squad officer directed Emma to take the baby into the windowless bathroom, and Jing Jinxian reassured Emma before ending their call.
  • Jing Jinxian accelerated toward the safe house, anxious to see that his wife and daughter were safe.
  • Little Eagle reported that three men had exited the Mercedes and identified the Asian man as the operation's primary target, Mr. Dong.
  • The officers around the safe house prepared to control the three men, confident they had the advantage.

Ch. 733You thought you deserved to call yourself Mr. Dong?

Yeung Chi-lung’s team used intelligence from Chan Kwok-wah to ambush Mr. Dong and his bodyguards near Jing Jinxian’s Safe House. The two bodyguards were shot and captured, while Mr. Dong was handcuffed and left facing Yeung Chi-lung’s taunt.

  • Chan Kwok-wah’s Headquarters identified the black Mercedes-Benz as belonging to a Mong Kok securities company and found target No. 1 on its CCTV footage.

  • Yeung Chi-lung mocked Mr. Dong for thinking he deserved the name.

Ch. 734Gag him! Mask him!

Mr. Dong realized Jing Jinxian had helped the National Security Department trap him, but Yeung Chi-lung ordered officers to gag and hood him before he could expose Jing’s secret. Kong Chi Lap took charge of the aftermath and ordered Mr. Dong moved to a Safe House for a restricted interrogation.

  • Mr. Dong recognized Jing Jinxian arriving and roared at him for betraying the intelligence organization.
  • Yeung Chi-lung ordered officers to gag and cover Mr. Dong’s eyes, and G4 officers subdued and hooded him.

  • Mr. Dong protested that they should ask him questions before using torture.

Ch. 736Confessing didn't stop him from enjoying the show

Kong Chi Lap interrogated Mr. Dong about the multinational intelligence organization called Headquarters, using suffocation to force him to reveal its structure and operations. Mr. Dong disclosed that Jing Jinxian was one of the organization’s ace agents, leaving Kong and the other officers facing a traitor within their own department.

  • Kong Chi Lap ordered Mr. Dong to explain his organization and used interrogation methods to pressure him into confessing.
  • Mr. Dong said Headquarters had unnamed leaders, some of whom belonged to the Aether Society’s council of elders, and operated child soldier training camps around the world.
  • Gao Qiu, Yeung Chi-lung, and Chan Chi-kit repeatedly suffocated Mr. Dong until he agreed to reveal more.
  • Kong Chi Lap gave Mr. Dong one final chance, and Mr. Dong revealed the organization’s real headquarters was a finance company in Mong Kok whose central computer held most of its records.
  • Mr. Dong said the organization’s trained agents and assassins were scattered worldwide, then revealed that Jing Jinxian was one of its ace agents whom he had personally trained.

Ch. 737Want to negotiate? Do you have the cards?

Mr. Dong offered the central computer access key in exchange for State Witness status and protection, while revealing that Jing Jinxian had betrayed him. Zhou Quan refused to negotiate for now and ordered Kong Chi Lap to lead an operation against the Criminal Group’s headquarters in Mong Kok.

  • Mr. Dong demanded State Witness status and personal protection in return for the access key to the headquarters’ central computer.
  • Kong Chi Lap left the interrogation room, ordered officers to guard Mr. Dong, and sent He Wenzhan and Gei Siu-kwan to prepare the operation in Yau Tsim District.

After cracking the system, Zhou Quan ordered Luo Danian's team to copy the data while following confidentiality rules.

  • Zhou Quan arrived at Golden Plaza with Chow Sing Sing and Luo Danian, while Cheng Chung-yan and So Tsz On agreed to handle the scene's cleanup.
  • Zhou Quan led his men upstairs to the Financial Company, where Kong Chi Lap secured the building and Luo Danian's specialists prepared to attack the central computer system.
  • Zhou Quan and the specialists cracked the unguarded system in just over an hour.
  • Zhou Quan ordered Luo Danian to take over and make a complete copy of the data, forbidding the team from browsing files without permission.

Ch. 740An unexpected incident

After Tomb Tiger Operations succeeded, Zhou Quan ordered the secret records and captured criminals taken to Tai Kwun. On the way back, he learned that a jewelry robbery suspect had critically wounded an officer and ordered nearby National Security Department personnel to assist.

  • Luo Danian reported that the financial company's records had been copied, and Zhou Quan directed Gei Siu-kwan and He Wenzhan to handle the evidence and escort the criminals.

  • Ying Cheung-sam told Zhou Quan that a jewelry robbery suspect had cut a Uniform Branch officer's main artery on Stone Slab Street and escaped while evading the Paparazzi.
  • Zhou Quan ordered A Long and his men to leave the expressway and assist, allowing them to decide how much force to use.

Ch. 741Within seven paces, a gun was both fast and accurate

Yeung Chi-lung and the Intelligence Group joined the hunt for Chan Chung-shan, a wanted jewellery robber who had attacked a uniformed officer. After tracking him through CCTV, Yeung stopped him and shot him in the arm when he drew a blade.

  • Zhou Quan split the convoy, sending Yeung Chi-lung and his Intelligence Group to support the Criminal Intelligence Bureau on Stone Slab Street.
  • Chan Chu-lam told Yeung that Chan Chung-shan, an armed robber wanted for killing an officer, had wounded a uniformed officer and was being tracked after a jewellery shop robbery.

  • Yeung’s driver struck Chan Chung-shan with the vehicle, and Yeung ordered him to surrender at gunpoint.
  • When Chan Chung-shan drew a blade, Yeung shot him in the arm before he could reach a hostage.

Ch. 742We're All Family Here

  • The Major Crimes Unit continued surrounding and hunting down Chan Chung-shan’s accomplices.

Ch. 743Ah Cheung, it's finally your turn!

Zhou Quan reviewed the transnational intelligence organization’s secret files and ordered strict measures to protect Jing Jinxian’s identity and contain the organization’s surviving criminals. He then tasked Lok Kai-cheung and Chow Sing Sing with coordinating international raids on child soldier training camps listed in the files.

  • Luo Danian displayed files revealing intelligence agents the organization had planted in law enforcement agencies around the world, while Zhou Quan considered the threat and the risks of holding the files.
  • Chow Sing Sing asked whether Jing Jinxian’s records should be deleted, but Zhou Quan ordered them preserved as S-level top secret, accessible only to those at the meeting.
  • Zhou Quan ordered Mr. Dong moved to a core safe house under guard and directed that potentially connected criminals be screened, held in temporary safe houses, and have their interrogation footage sealed.
  • Zhou Quan told Chow Sing Sing and Lok Kai-cheung to contact Interpol and relevant countries’ law enforcement agencies and lead operations to destroy every child soldier training camp listed in the files.

Ch. 744The red dedicated telephone line

Zhou Quan assigned Lok Kai-cheung to lead an international effort against child soldier training camps, then used the red dedicated telephone line to offer a seized dossier of infiltrated agents to Director Hao Jianguo. The chapter ended as Zhou explained how the dossier could help the authorities back home.

  • Zhou Quan gave Lok Kai-cheung free rein to coordinate with other countries to eradicate the child soldier training camps, and Lok pledged to destroy them.
  • Zhou Quan left the meeting and called Director Hao Jianguo through the red dedicated telephone line.
  • Zhou Quan told Director Hao that the Hong Kong Island Police Force had seized and sealed a dossier on agents and assassins trained by a transnational intelligence organization.
  • Zhou Quan offered to hand over the dossier, explaining that its records of agents infiltrating law enforcement agencies worldwide could help the authorities back home.

Ch. 745A pleasant conversation, a shared vision

Zhou Quan briefed Director Hao about the intelligence-agent dossier, and the two agreed that the homeland would decide how to handle it and arrange a face-to-face handover. After the call, Zhou Quan went to inform Wong Bing Yiu, leaving the dossier’s final disposition and the Tomb Tiger Operations mission unresolved.

  • Zhou Quan told Director Hao about the intelligence-agent dossier and explained that he had sealed it within the National Security Department.
  • Director Hao thanked Zhou Quan and the Hong Kong Island Police Force, and said he would consult his superiors about handling the dossier.
  • Zhou Quan affirmed that Hong Kong Island and its police force were part of the homeland, and Director Hao ended the call to report the matter.
  • Zhou Quan decided the mission could not be completed until the homeland finalized its response to the dossier.
  • Zhou Quan went to Wong Bing Yiu’s office to brief the Police Force’s Number One and knocked on the glass door.

Ch. 746Commissioner Wong let out a heartfelt sigh

Zhou Quan reported that the secret Tomb Tiger Operations had dismantled an international criminal organization in Hong Kong and uncovered files on child soldiers and infiltrated agents. Wong Bing Yiu approved Zhou Quan’s plans to share the files with Mainland authorities and target the training camps, then praised him as the future head of the Police Force; Zhou Quan asked what Wong had wanted to discuss.

  • Zhou Quan told Wong Bing Yiu that Tomb Tiger Operations had ended successfully, with Ah Sing dismantling the organization’s Mong Kok headquarters and its Hong Kong members arrested.
  • Zhou Quan reported that Ah Nin and the Intelligence Group had seized classified files detailing child soldier camps and agents secretly embedded in law enforcement agencies worldwide.
  • Zhou Quan said he had ordered the files sealed, launched plans for transnational raids on the camps, and contacted Director Hao about handing the files to Mainland authorities.
  • Wong Bing Yiu endorsed Zhou Quan’s handling of the operation and said the Police Force would benefit from acting against the camps while the Mainland received the intelligence files.
  • Wong Bing Yiu praised Zhou Quan as the right person to lead the Police Force, and Zhou Quan redirected the conversation to the matter Wong had wanted to discuss.

Ch. 747A major shake-up in the Police Force

Wong Bing Yiu told Zhou Quan that several senior Police Force officials were considering early retirement, creating major vacancies in the force’s core management. He invited Zhou Quan to recommend successors, and the chapter ended with Wong Bing Yiu urging him to state his plans directly.

  • Wong Bing Yiu told Zhou Quan that Tsang Yuk-ming planned to take early retirement and that several other senior officers were considering it too.
  • Wong Bing Yiu explained that the departures would leave key Police Force management posts vacant and asked Zhou Quan for suggestions.
  • Zhou Quan considered the promotion opportunity for his subordinates and named Kwan Man Chin, Lok Kai-cheung, and Mok Kam-chuen as qualified candidates.
  • Zhou Quan left the final appointment decisions to Wong Bing Yiu, who laughed at his caution and told him to share his plans openly.

Ch. 748Steering personnel changes and adjustments

Wong Bing Yiu and Zhou Quan discussed how upcoming retirements would let them reshape the Police Force core management, with Zhou Quan laying out a succession plan. The chapter ended with Wong Bing Yiu asking what Zhou Quan intended to do with Kwan Man Chin and Lok Kai-cheung.

  • Several senior Police Force officials prepared to retire, creating openings for junior officers and an opportunity for Zhou Quan to strengthen his influence.
  • Zhou Quan proposed that Lee Man-bun succeed Tsang Yuk-ming as Deputy Commissioner in charge of Operations, with Chow Sing Sing moving into Lee’s former post.
  • Zhou Quan planned for Luo Danian to become National Security Department Director and Kong Chi Lap to take Luo’s current position.
  • Wong Bing Yiu understood Zhou Quan’s personnel plans and asked whether Kwan Man Chin and Lok Kai-cheung would also be transferred out of the National Security Department.

Ch. 749Laying the groundwork in other departments

Zhou Quan planned a major Police Force reshuffle, placing trusted officers in key departments and preparing promotions across the National Security Department. He ended by deciding to promote all the department’s Group Commanders and post those without vacancies elsewhere.

  • Zhou Quan proposed promoting Lau Kit-fai to head the Finance Division and transferring Yin Xiaofeng to lead the Personnel Division.
  • Zhou Quan planned to transfer Hon Hau-chung to the Operations Department and promote Lok Kai-cheung to assist Ho, positioning Lok to lead Criminal Operations later.
  • Zhou Quan planned to promote Kwan Man Chin to the Regulatory Department under Tsang Heung-wing, with the aim of placing him in charge of the Monitoring Department.
  • Zhou Quan proposed moving Mok Kam-chuen into Assistant Commissioner Ko’s position in the Operations Department’s Support Department.
  • Zhou Quan decided to reshuffle the National Security Department, promoting all its Group Commanders and posting those without available positions to other departments.

Ch. 750A good plan, shelved for now

Wong Bing Yiu and Zhou Quan discussed changes to the Police Force’s senior management and agreed to postpone them until after the National Security Department’s transnational operation. Zhou Quan left to prepare the operation while Wong Bing Yiu began drafting a report for the Hong Kong Government’s top boss.

  • Wong Bing Yiu agreed in principle to Zhou Quan’s proposed promotions and personnel changes, while noting that changes to the Police Force’s core management required discussion with the Hong Kong Government.
  • Zhou Quan suggested shelving the changes until the National Security Department completed its joint transnational operation, so its achievements would strengthen the case for promotions.
  • Wong Bing Yiu agreed to revisit the appointments after the operation and joked that Deputy Commissioner Tsang and the other senior officers would need to keep working hard.
  • Zhou Quan said he would make detailed operational arrangements, then left Wong Bing Yiu’s office after teasing him with a formal salute.
  • Wong Bing Yiu began preparing written material for his report to the Hong Kong Government’s top boss.

Ch. 751A change in the purpose of the transnational operation

Zhou Quan revised the transnational operation against child soldier training camps, ordering Lok Kai-cheung to lead while Kong Chi Lap assembled elite teams to participate and Chow Sing Sing remained in support. He clarified that their personnel were there to make an appearance and provide intelligence support and tactical guidance, not lead the fighting.

  • Zhou Quan summoned Chow Sing Sing, Kong Chi Lap, and Lok Kai-cheung to discuss changes to the operation.
  • Zhou Quan kept Lok Kai-cheung in charge, assigned Kong Chi Lap to assemble elite teams to participate in every camp raid, and told Chow Sing Sing to provide support if needed.
  • Zhou Quan warned that the operation could affect the careers of the three men and himself, prompting them to pledge they would complete the mission.
  • Zhou Quan stressed that the operation’s success was certain and instructed his men to avoid reckless fighting while abroad.
  • Chow Sing Sing compared their role to army overseers, and Zhou Quan corrected him by describing it as intelligence support and tactical guidance.

Ch. 752An honored guest from back home

The National Security Department’s joint operation against child soldier training camps began, while Zhou Quan welcomed Song An, head of the National Security Second Bureau, to receive the agent dossiers. After verifying Song An’s official authorization, Zhou Quan retrieved the prepared document envelope for the handover.

  • Kong Chi Lap and Lok Kai-cheung led Hong Kong Island teams to support law enforcement operations in the Asia-Pacific Region and Europe without taking command.
  • Zhou Quan and Chow Sing Sing stayed on Hong Kong Island as the multinational operation proceeded.
  • Song An arrived quietly at the Police Force’s Tai Kwun and met Zhou Quan to receive the agent dossiers.
  • Song An presented an official document authorizing him to collect the dossiers, and Zhou Quan carefully verified it.
  • Zhou Quan took a thick kraft-paper document envelope from the safe beneath his desk.

Ch. 753Clear instructions from above

Zhou Quan and Song An agreed on how to handle the intelligence agents’ records and the criminals captured by the Hong Kong Island Police Force. Song An accepted Zhou Quan’s plan to transfer the key suspects to Yuezhou for secret national-security proceedings.

  • Zhou Quan gave Song An the agent records, explaining that the originals were sealed in the National Security Department’s S-class archive and that he could not destroy the Police Force’s copies without authorization.
  • Song An examined the records, praised Zhou Quan’s work, and said he had been instructed to defer to the Hong Kong Island Police Force on matters beyond custody of the records.
  • Zhou Quan proposed transferring Mr. Dong and other key criminals to Yuezhou because Hong Kong Island law could impose only life imprisonment and a secret trial could protect Jing Jinxian’s identity.
  • Song An agreed to arrange strict national-security proceedings and asked Zhou Quan to escort the suspects to Lo Wu Port for handover.

Ch. 754A hurried arrival, a hurried departure

Zhou Quan met Song An, the National Security Second Bureau director, and arranged for the principal suspects in Tomb Tiger Operations to be transferred to the Mainland for trial. Song An then declined an offer to rest on Hong Kong Island and prepared to return home with his colleagues.

  • Zhou Quan called Chow Sing Sing to his office and introduced him to Song An, who had arrived from the National Security Second Bureau.
  • Zhou Quan and Song An exchanged courtesies and discussed their mutual respect before Chow Sing Sing arrived.
  • Zhou Quan ordered Chow Sing Sing to prepare the suspects’ statements and escort them to the Lo Wu checkpoint for transfer to Song An’s colleagues.
  • Chow Sing Sing confirmed that the suspects’ information and statements were ready and offered to lead the escort.
  • Song An said his visit was complete and asked to travel with the suspect transfer, then declined Zhou Quan’s invitation to stay and rest.

Ch. 755Truth was stranger than fiction

Song An left Hong Kong Island after Zhou Quan arranged for Chow Sing Sing to escort him and his team to the Lo Wu border crossing. Over lunch, Zhou Quan asked Chow Sing Sing about the arms-market fugitive Red Thief after connecting Song An’s assistant, Yuan Xiaowen, to the case.

  • Song An firmly declined Zhou Quan’s attempts to keep him in Hong Kong, and Zhou arranged for Chow Sing Sing to see him off in the Police Force’s assigned car.
  • Chow Sing Sing escorted Song An and his team safely to the Lo Wu border crossing, while mainland national security officers took custody of the criminals.
  • Chow Sing Sing reported the operation’s success to Zhou Quan over lunch at Tai Kwun.
  • Zhou Quan asked Chow Sing Sing what intelligence he had on Red Thief, an Asia-Pacific fugitive known in the international arms market.
  • Zhou Quan connected Song An’s visit with his assistant Yuan Xiaowen and suspected their presence was tied to Red Thief.
