  • Law agreed to approve the officers’ assignment and find a way for them to carry firearms around the clock.
  • Law offered to have Chung cooperate with the two officers, and Zhou promised to submit a commendation recommendation for Chung after the assignment.

Ch. 215Everything was under control

After Zhou Quan crushed rival triads’ attempts to enter West Kowloon, the district settled into an orderly balance that benefited the obedient leaders. His quiet routine ended when Lam Wai Lok called with news that the Asian Ice Queen had appeared.

  • With Lian Ho-lung, Lee Kin-kun, and Cheung Chi-keung arrested, West Kowloon’s crime rate fell and its triads followed Zhou Quan’s rules.
  • Zhou Quan divided the Mong Kok and Shek Kip Mei territories among the surviving leaders, rewarding Lam Wai Lok, Kam Tsz Tai, and Fa Fut most heavily.
  • Zhou Quan blocked outside triads from entering West Kowloon, and the Anti-Triad Unit detained groups of more than five established outsiders for forty-eight hours.
  • As public order improved, Zhou Quan spent his free time training his First Disciple and growing closer to Au Wing-yan while waiting for news about the document.
  • Lam Wai Lok called Zhou Quan to report that the Asian Ice Queen had appeared, and Zhou Quan thanked him for the information.

Ch. 216Launching a covert arrest operation

After learning that the Asian Ice Queen had hidden herself on Guanghua Street in Mong Kok, Zhou Quan organized an urgent arrest operation and armed his Anti-Triad officers for a possible firefight. He left headquarters as Gei Siu-kwan’s B Group prepared to deploy, with several other police units mobilized as backup.

  • Lok Chiu informed Zhou Quan that the Asian Ice Queen was active in West Kowloon, and Zhou Quan called officers to mobilize against her on Guanghua Street.

  • Zhou Quan ordered Gei Siu-kwan’s officers to draw shotguns, submachine guns, and Glocks from the Gun Room, then left his office.

Ch. 217Good for nothing but making a mess!

Zhou Quan coordinated a police operation to capture the Asian Ice Queen, but a plainclothes team—apparently from Customs—interfered and triggered a shootout. He launched a full assault on Rui Fu Building and headed downstairs to assess the chaos.

  • Zhou Quan used a finance company office as his command post and ordered multiple police units to surround the flat where the Asian Ice Queen was hiding.
  • Ling Jing reported that an unfamiliar plainclothes team had detained a man and entered Rui Fu Building.
  • Zhou Quan ordered his officers to hold position while he tried to determine whether the plainclothes team was targeting the Asian Ice Queen.
  • After learning the team was preparing to breach the flat, Zhou Quan changed plans, sounded the sirens, and ordered a frontal assault and a full-building cordon.
  • The plainclothes officers were pinned down by AK-47 fire after breaching the flat, and Zhou Quan called Kwan Man Chin to request backup before heading to the scene.

Ch. 218Ah Zhan, calm her down and knock some sense into her!

Zhou Quan’s raid on the Furui Building ended with the Asian Ice Queen captured, though the officers had not yet found the drugs. When Customs Inspector Kwan Ka-wai demanded custody of the prisoner, Zhou ordered He Wenzhan to slap her.

  • The Flying Tigers stormed the Furui Building, killing or capturing the armed traffickers, while Ling Jing shot a fleeing suspect in the thigh.
  • Chow Sing Sing and Gei Siu-kwan escorted the unharmed Asian Ice Queen toward Zhou Quan as Kwan Ka-wai insisted Customs should take the prisoner.
  • He Wenzhan stepped between Kwan Ka-wai and Zhou Quan when she approached them, and she identified herself as the Customs inspector handling the case.
  • Zhou Quan told He Wenzhan to calm Kwan Ka-wai down and knock sense into her, so He slapped her twice before returning to his place behind Zhou.

Ch. 219Now, get out!

Zhou Quan reprimanded Kwan Ka-wai for recklessly leading Customs officers into a gunfight, then ordered his team to treat the wounded, interrogate the suspects, and finish the operation. The botched raid drew the attention of senior police and Customs officials as well as the media.

  • Zhou Quan slapped Kwan Ka-wai and rebuked her for risking her team’s lives, then ordered her to leave.
  • Chow Sing Sing told Zhou Quan that PTU officers were giving emergency treatment to the three Customs plainclothes officers, one dead and two seriously wounded.
  • Zhou Quan ordered Gei Siu-kwan to take Kwan Ka-wai to Headquarters for interrogation with Inspector Chan and directed Chow Sing Sing to question the captured drug traffickers.
  • The officers divided up the remaining work, while Kwan Man Chin joined Zhou Quan and accompanied him upstairs to the firefight scene.
  • The delay and casualties drew reporters to the scene, and senior Police Force and Customs officials sent people to assess the operation.

Ch. 220Putting pressure on the Customs brass

After Customs Superintendent Yim Hoi-tai challenged Zhou Quan over his treatment of Kwan Ka-wai, he rebuked both women for their role in the operation and the casualties. Zhou Quan then handed the scene’s aftermath to Cheng Chung-yan and brought Chief Inspector Lau Kit-fai along to assist with the Asian Ice Queen’s drug shipment.

  • Cheng Chung-yan, Yim Hoi-tai, and Lau Kit-fai arrived at the operation site as reporters gathered outside.
  • Yim Hoi-tai confronted Zhou Quan on Kwan Ka-wai’s behalf, but Zhou demanded that she find out what Kwan had done and warned them to answer for the casualties and face the press.
  • Yim Hoi-tai took Kwan Ka-wai outside, while Zhou Quan greeted Cheng Chung-yan and asked to leave the aftermath in his hands.
  • Cheng Chung-yan agreed that Zhou Quan could continue his work, and they exchanged farewells.
  • Zhou Quan invited Lau Kit-fai to help with the Asian Ice Queen’s drug case, and Lau agreed.

Ch. 221A joint operation across three districts

After learning the Asian Ice Queen had brought four tonnes of meth into Hong Kong and maintained secret bases across several districts, Zhou Quan organized a joint operation with support from Headquarters. He remained at West Kowloon Headquarters to coordinate the raids and ordered all Flying Tigers' Action Groups to stand by.

  • Chow Sing Sing reported that traffickers had confessed to the Ice Queen's six secret bases and the shipment of four tonnes of meth worth 250 million US dollars.
  • Zhou Quan reassured Kwan Man Chin and Chief Inspector Lau that their officers would share the credit, then told Commissioner Wong about the shipment and requested Headquarters support.
  • Commissioner Wong said he would inform DCP Operations and contact the commanders of South of the Border and East Kowloon.
  • Zhou Quan assigned Kwan Man Chin to deploy the Mobile Unit and ordered Chief Inspector Lau to send groups to Tsuen Wan and Tseung Kwan O.
  • Zhou Quan called Sir Kong and requested that all Flying Tigers' Action Groups, including the Combat Diver Team, stand by.

Ch. 222I don't care whether he's DEA or CIA. I don't have time for him right now!

Zhou Quan returned to West Kowloon Headquarters and took command of a three-district operation against armed drug traffickers, brushing off an American DEA official who wanted to discuss the Asian Ice Queen. The chapter ended as he ordered the police teams to launch coordinated assaults at five locations.

  • Miu Chi-shun told Zhou Quan that an American DEA assistant supervisor had arrived with Interpol to assist with the Asian Ice Queen case.
  • Zhou Quan suspected the American was tracking the Ice Queen and dismissed him, ordering most of his men to assemble for another operation.
  • Zhou Quan directed Lee Chong-tung and the CIB staff to establish a dedicated communications channel linking West Kowloon, South New Territories, and East Kowloon, then brought the Flying Tigers onto it.
  • Zhou Quan briefed the three-district teams on five target locations and ordered SDU and PTU to lead the assaults, with other departments providing support.

Ch. 223Good news kept pouring in

Zhou Quan led a three-district raid that wiped out the drug traffickers’ forces in half an hour, then focused on recovering the Asian Ice Queen’s much larger meth shipment. After reading her confession identifying its location in G7 Waters, he questioned his officers about two America Drug Enforcement Bureau agents who had approached them.

  • Under Zhou Quan’s direction, the Flying Tigers and police from three districts completed a lightning-fast operation, seizing cash and meth and drawing cheers at West Kowloon Telecommunications Headquarters.
  • Zhou Quan thanked Lee Shing-cheong for CIB’s cooperation and left to address the Asian Ice Queen’s case.
  • Chan Kwok-wah and Gei Siu-kwan reported that the Ice Queen had confessed and identified the meth shipment’s approximate coordinates in G7 Waters.
  • Zhou Quan read the confession and asked Chan Kwok-wah and Gei Siu-kwan when the two America Drug Enforcement Bureau agents had approached them and what they wanted.

Ch. 224Sergeant Zhou cast the bait, and whoever wished could bite!

Zhou Quan suspected Rick of coveting Ice Queen’s hidden drug shipment, so he set a trap and quietly arranged a heavily armed Flying Tigers deployment as a precaution. The chapter ended with Kong Chi Lap giving Zhou Quan command of the teams under the cover of a live-fire exercise.

  • Chan Kwok-wah and Gei Siu-kwan reported that Rick had repeatedly asked about Ice Queen’s valuable drugs, confirming Zhou Quan’s suspicions.
  • Zhou Quan ordered them to let Rick hear that the shipment would be recovered from G7 Waters at four that afternoon, without raising his suspicions.
  • Zhou Quan sent the two foreigners away and went to the Flying Tigers Training Base to ask Kong Chi Lap for support.
  • Kong Chi Lap agreed to deploy the Small Boat Team and Combat Diver Team for a live-fire exercise, giving Zhou Quan temporary command and access to heavy equipment.
  • Kong Chi Lap also offered He Wenzhan’s and Ling Jing’s squads, disguising Zhou Quan’s involvement as an observer attending training.

Ch. 225The deranged foreigners

Zhou Quan’s heavily armed team recovered the Ice Queen’s four-ton meth shipment and detected Rick’s approaching attackers. He spotted a Navy SEAL assault boat carrying an Mk19 grenade launcher and prepared to stop it before it could fire.

  • Zhou Quan ordered the salvage crew to recover the meth while he monitored nearby radio signals.
  • After the crates were raised, Zhou Quan ordered snipers to watch the surrounding waters as the operation neared completion.
  • The monitoring equipment detected an unfamiliar signal, and Ling Jing reported unidentified vessels approaching rapidly.
  • Zhou Quan activated his concealed boat and combat diver teams, then took position with a Barrett sniper rifle.
  • Zhou Quan identified an Mk19 grenade launcher mounted on one of the approaching boats and resolved not to let it open fire.

Ch. 226SEALs? Just dead dogs!

Zhou Quan ambushed the American Navy SEALs trying to steal the meth, and his team killed the entire group. After identifying the dead men as SEALs, Zhou ordered his forces back to headquarters, leaving the drugs and any report of the incident to be dealt with later.

  • Zhou Quan destroyed the assault boats’ MK19 grenade launcher with an armor-piercing shot, then killed Rick and the boats’ drivers.
  • Zhou ordered the salvage ship to close in while his men used the hull for cover and prepared rifle grenades and sniper rifles.
  • The SEALs tried to flee, then jumped into the sea and used their boats as cover, but Zhou’s team killed them as the salvage ship approached.
  • The small-boat and combat-diver teams recovered the bodies and identified the dead men as American Navy SEALs.
  • Zhou ordered Chow Sing Sing to contact headquarters and turn the ship back, while planning to pursue the drugs hidden by the Asian Ice Queen as the real basis for a promotion and pay raise.

Ch. 227The Political Department got the boot ahead of schedule

Zhou Quan read a report praising his capture of the Asian Ice Queen and the destruction of a Navy SEALs group, but his promotion and the team’s commendations were postponed as the Police Force began dismantling the Political Department. His document had helped bring the dismantling forward by two years, and the department’s removal and transfer of its personnel and responsibilities continued into late 1993.

  • A newspaper reported that Zhou Quan had led the operation that captured the Asian Ice Queen, seized US$250 million in crystal meth, and arrested her accomplices.
  • Zhou Quan learned that commendations for him and the other officers were on hold because senior police leadership had begun dismantling the Political Department.
  • Zhou Quan’s document had helped the Motherland force the dismantling forward, and the foreign Governor issued an official announcement as the department began to leave Hong Kong Island.
  • Foreign Political Department officers, including Richard, began clearing out, while officials struggled to handle the department’s MI5 intelligence files and secret informants.
  • The dismantling continued until late 1993, when the Political Department entered its closing stages.

Ch. 228A summons from Tai Kwun

After the Political Department was disbanded, Lok Ming-wah took charge of the newly established Security Department, and Zhou Quan became a leading candidate for promotion because of his record. On the last working day of 1993, Zhou received an urgent summons to Tai Kwun and met with three senior Police Force officers.

  • The Police Force began a major reshuffle, placing Chinese officers in leadership roles and appointing Lok Ming-wah head of the Security Department.
  • Zhou Quan entered the promotion process on the strength of his major investigations and successful operations.
  • On December 31, 1993, Zhou received a telephone summons and hurried to Tai Kwun.
  • Choi Yuen-kei, Tsang Heung-wing, and Lok Ming-wah welcomed Zhou into a conference room and prepared to begin their meeting.

Ch. 229Superintendent Zhou, a man in high demand

Zhou Quan was offered promotion into the Police Force's Commissioned Rank and asked whether he wanted to remain in West Kowloon or transfer to Tai Kwun. He left the decision to his superiors as Tsang Heung-wing and Lok Ming-wah competed to recruit him.

  • Choi Yuen-kei told Zhou Quan that Tai Kwun had decided to promote him into the Commissioned Rank and asked where he wanted to serve.
  • Zhou Quan accepted the Police Force's assignment but avoided choosing between West Kowloon and a post at Tai Kwun.
  • Choi Yuen-kei told Tsang Heung-wing and Lok Ming-wah to negotiate with Sir Wong if they wanted Zhou Quan transferred.
  • Tsang Heung-wing sought Zhou Quan for the Narcotics Investigation Division, while Lok Ming-wah wanted him in the Security Department.
