First, Hansen had ordered strict controls on personnel entering and leaving, and told them to keep an eye on the three cyberpsychos who had just detonated a nuclear bomb. They weren't to be let in.
But not long afterward, the Stadium was attacked. An entire Hellhound squad was wiped out, and an arms wholesaler was killed on the spot, leaving everyone in a panic.
Then the Network started working on and off. A supply drop was stolen, and the stolen supplies exploded at Luxor Manor. The scene had included bunker-buster bombs, Heavy Machine Guns, large-caliber autocannons, armored vehicles, Drones, and Combat Robots.
In short, they'd brought a full arsenal.
Then came the sudden change in the Network environment and the massive infrastructure collapse just now, making things even worse for Dogtown, which already had little usable infrastructure.
This sudden upheaval had finally convinced Hansen of one thing: the Voodoo Boys really had completely collapsed, and they were utterly helpless in the face of the invaders.
They couldn't even give any warning about this Network Attack!
"Still no response from the Voodoo Boys?"
Hansen stood before the command platform, his face dark. He'd known those three would be a major headache.

Hands had gotten in touch with Burger King a long time ago. Hansen knew that, and he'd even taken a cut from an arms and supplies deal between them. At the time, he'd had one thought:
