"Konoha has no right to block the trade routes of Kumogakure!"
As soon as the water mirror connected, Ōnoki pushed a protest document in front of the lens, his short body hovering over the Tsuchikage Office seat, his palm never leaving the edge of the desk.
"Caravan traffic back and forth belongs to the public affairs of the Shinobi World, and Konoha detains goods by taking advantage of border conflicts, destroying the order jointly maintained by the Five Great Nations."
Sasuke scanned the document, his fingers pausing on the Iwagakure stamp.
"Joint order?"
He placed another scroll into the center of the Water Mirror Formation Disc, adjusting his collar.
Yamada Naoto untied the scroll, dense commission numbers covering the water screen, several rows of which were circled in red, the clients all pointing to Iwagakure, while the payee was the Bounty Exchange managed by Kakuzu.
Ōnoki was pouring tea, the rim of the cup touching the tabletop, and the tea spilled onto the corner of the document.
"Can the ledgers of the underground Bounty Exchange also count as Iwagakure military orders?"
"A single ledger certainly cannot."
Sasuke raised his hand, embedding Kakuzu's Memory-Sealing Bead into the array disc, and the water screen immediately reflected the vision of the Iwagakure Envoy and Kakuzu handing over the deposit.
The envoy in the vision spread out the Western Territory Defense Map of the Land of Fire, asking Akatsuki to attack Konoha patrol squads, and then leave the corpses to Kumogakure as an excuse for the Allied Forces to apply pressure.
Sasuke tapped the ledger numbers with his knuckles.
"Payment records, meeting memories, Iwagakure Military Paper, and the Chakra Hidden Mark of the Tsuchikage Office, four items corresponding to each other."
Ōnoki did not wipe the tea on the table, only staring at the
