"Regent of the Shinobi World?"
Tsunade walked out through the Hokage Building's main entrance, the Hokage Hat tucked under her arm.
The crowd in the square cleared a path of their own accord. She climbed onto the platform and took the copy of the decree directly from Yamazaki Masanari.

His answer left her no room.
Sasuke straightened his collar and held out his hand to Yamazaki Masanari.
"I accept the Daimyō's personal decree."
Yamazaki Masanari immediately handed over the original.
"Lord Regent, under the decree, you may directly issue orders concerning Konoha's wartime defenses, military funding allocations, and foreign affairs."
"Does it need the Hokage's seal?"

Tsunade put the Hokage Hat on her head.
