"You're going to abolish even the Will of Fire?"
Tsunade slapped Jiraiya's revocation documents onto the desk. The broken travel pass slid out from between the pages.
Sasuke sat opposite her in the Hokage's Office, checking the assembly agenda.
"I'm abolishing its authority to interpret military orders and legislation. If the Ninja Academy wants to teach it, they can keep teaching it."
"That's a belief Konoha has passed down for decades!"
"Danzo used it to justify human experimentation, the Third Hokage used it to justify shielding the Advisory Council, and Jiraiya used it to justify forcing his way across the border. If the same phrase can excuse everyone, it shouldn't be written into military orders."
Tsunade picked up the broken travel pass.
"Has Jiraiya left the Land of Fire?"
"He moved southwest after crossing the border. The Joint Law Enforcement Department didn't pursue him."
"What about the former subordinates who came back with him?"
"Five submitted to review, and two voluntarily left the country. No one was injured."
"So you still acknowledge the conditions you promised me, at least."
"Of course I acknowledge clauses that have been stamped."
Tsunade tossed the travel pass into a drawer.
"I'm not attending tomorrow's assembly."
Sasuke turned to the last page of the agenda.
"The Hokage must attend."
"You want the clans to pledge allegiance to you, and you expect me to stand there and watch?"
"Your duty is to confirm that the assembly procedures comply with Konoha's current laws and stamp the ANBU reorganization documents."
"And if I refuse to stamp them?"
"The High Command already has authorization from the Daimyo's Residence and the clans' joint signatures. The Hokage Seal only serves to shorten the handover process."
Tsunade stared at the agenda.
