Background / History
Regency and Katrana’s Influence
Bolvar governs Stormwind during King Varian Wrynn’s campaign against the Blackrock Orcs. Out of respect for the king, he receives petitioners standing before the throne rather than sitting on it 10.
He and Varian increasingly entrust administrative work to Katrana Prestor, preferring their roles as paladin and warrior to government business. Despite Marshal Windsor’s warnings, Bolvar believes that an Alterac noblewoman without local roots or a legitimate claim cannot threaten the king’s authority 10.
Katrana exploits his attraction to her through a mental charm. While distracted by her, Bolvar signs financial documents without reading them and subsequently forgets the business entirely. The passage also describes an intimate encounter with Katrana while his wife, Andrea, remains in Southshore 10.
The Unpaid-Wages Petition
Felix, Edwin VanCleef, and Baros Alexston confront Bolvar at Stormwind Keep over the Stonemasons’ Guild’s unpaid wages. Initially surprised, Bolvar assumes payment is the council accountant’s responsibility. Felix reminds him that every disbursement requires his approval, prompting him to investigate 10.
Bolvar finds “Several Solutions to the Kingdom’s Financial Difficulties,” approved three months earlier with both his and Varian’s signatures. Its measures have already weakened royal finances and transferred valuable assets and authority away from the crown 10 11.
| Approved measure | Consequence Bolvar discovers |
|---|---|
| Reduced central funding for local garrisons | Lakeshire’s share of Redridge military expenses rises from 20% to 50%, multiplying its burden by 2.5 10. |
| Ended treasury support for Kurzen’s Expedition | Colonel Kurzen is authorized to raise military pay and cover supply shortages independently 10. |
| Suspended Stonemasons’ Guild wages | The workers receive no payment for their reconstruction work 10. |
| Relaxed customs controls and privatized saltworks | Royal revenue and assets pass into arrangements benefiting wealthy nobles 11. |
Unable to recover the assets or produce the wages immediately, Bolvar offers VanCleef an earldom, a Distinguished Service Medal, and a promised Medal of Honor and sixty gold coins at Anduin’s first birthday celebration. He also offers twenty gold coins from his own funds. VanCleef rejects honors as a substitute for paying the workers 11 12.
Bolvar then promises to seek Alliance assistance and swears a severe oath upon his honor as a paladin. Expecting that Terenas will provide financial aid, he considers the promise achievable. VanCleef accepts the twenty gold coins for himself and the guild but postpones discussion of the earldom until all wages are paid 12.
Secret Departure and Its Aftermath
Bolvar secretly summons Archmages Andromath and Malin and leaves through a portal to Dalaran. He explicitly asks that the Council of Nobles not learn of his departure and promises to speak to Antonidas about extending Andromath’s project deadline 13.
The secrecy fails: a Black Dragonkin disguised as a royal guard reports his orders to Katrana. During his absence, Duke Lescovar falsely alleges that Bolvar and Varian intend to use the stonemasons to seize noble property. Lescovar also claims Bolvar has gone to the Redridge Mountains, although his actual portal destination is Dalaran 13 14.
After the guild is disbanded and workers are arrested, VanCleef interprets Bolvar’s promise as another betrayal. Protesters demand that the absent duke answer for their wages in Cathedral Square, where Katrana manipulates General Marcus Jonathan into ordering an attack 17 18.
Queen Tiffin later states that Bolvar has gone to Lordaeron to seek Terenas’s help, not fled or abandoned his promise. Her assurance temporarily calms the stonemasons, but it does not resolve their demands for accountability over the Cathedral Square deaths 25.
Personality
Bolvar combines personal courtesy with a strong attachment to noble hierarchy. He bows to VanCleef and acknowledges the workers’ contributions, yet later calls their financial needs “trivial matters” and insists that even a decorated hero has no right to insult a duke or interfere with the council’s ruling 10 12.
His administrative complacency contrasts with his alarm at the kingdom’s losses. He trusts Katrana too readily and approves documents unread, but recognizes that privatization enriches greedy nobles and seeks a way to repair the damage. Felix concludes that Bolvar would at least try his utmost to fulfill his promise, even if he ultimately failed 10 11 12.
Abilities & Skills
Paladin
Bolvar is recognized as a powerful paladin; the nobles explicitly fear confronting him directly 8 14.
- Deterrent strength: Council members believe he could easily defeat them, encouraging Lescovar to target the stonemasons while Bolvar is absent 14.
- Credibility of oaths: His oath in the Holy Light’s name restores VanCleef’s trust during their confrontation 12.
- Vulnerability to manipulation: His paladin status does not prevent Katrana’s mental charm from compromising his judgment 10.
Political Authority
As regent, Hand of the King, and council leader, Bolvar controls essential parts of Stormwind’s administration 10.
- Financial approval: Council disbursements require his signature 10.
- Executive access: He can summon the Wizards’ Guild archmages for urgent assistance 13.
- Military leadership: Felix identifies him as one of the commanders Varian could send against the Defias Brotherhood 34.
- Practical limits: His authority cannot immediately restore wages when the treasury lacks money; reclaiming customs revenue and saltworks requires long-term planning 11.
Relationships
- Varian Wrynn — King whom Bolvar serves as Hand and regent. Both delegate extensively to Katrana and sign the damaging financial plan 10 11.
- Andrea Fordragon — Wife, a priestess from Lordaeron living in Southshore. She studies the Holy Light, treats the sick, and raises their daughter while unaware of his conduct with Katrana 9 10.
- Katrana Prestor — Trusted administrator and object of his admiration. She charms him into negligent approvals and exploits his departure to advance her conspiracy 9 10 13.
- Edwin VanCleef — Petitioner whose service Bolvar honors but whose wage demands he cannot immediately satisfy. Their temporary reconciliation collapses after the guild’s suppression 11 12 17.
- Felix — Challenges Bolvar’s responsibility for the unpaid wages and anticipates the danger created by his departure, while still believing he will genuinely attempt to honor his promise 10 12.
- Andromath and Malin — Archmages who arrange his secret passage to Dalaran 13.
- Duke Lescovar and Duke Wishock — Hostile nobles. Wishock says Bolvar refuses to cooperate with them; Lescovar fabricates a royal conspiracy to justify action during his absence 14.
- Terenas Menethil — Intended source of financial assistance. Felix later argues that Lordaeron’s ambitions also threaten Bolvar’s and Varian’s political security 12 25 35.
