"Lord Third, these are some of my tentative views and suggestions."
In a conference room in the Hokage Building, Minato Namikaze handed a report to Hiruzen Sarutobi and the others.
The conference room was not large, nor were many people seated inside, but every person present was extremely important.
Besides Hiruzen Sarutobi and Shimura Danzō, there were Utatane Koharu, Mitokado Homura, Shikaku Nara, and other directors of key departments in Konoha.
Meetings like this seemed intended to help Minato Namikaze pool everyone's ideas, keeping his decisions and judgments on track and allowing any problems to be corrected in time.
But after attending many such meetings, Minato Namikaze knew that directors like Shikaku Nara generally sat with their eyes lowered and mouths shut, hardly ever speaking.

This argument frustrated Minato Namikaze immensely, but there was nothing he could do about it.
He wanted to say, how could they know
