In the days that followed, Xuandou busied himself with restructuring Konoha's architectural layout.
Konoha's buildings included Hokage Rock, the Ninja Village headquarters, the academy, residential areas, training grounds, medical facilities, markets...
Hashirama Senju had designed and built all of these layouts himself.
They were very sensible.
But faced with an ever-growing population...
They no longer seemed quite suitable.
The Shinobi Clans' clan grounds and the training grounds were prime examples.
The Shinobi Clans present at the village's founding occupied the largest, best tracts of land in central Konoha, with most of their members living together.
The Shinobi Clans that arrived later could only establish clan grounds in the village's remote areas. Their members, young and old, lived scattered among other people, and the entire clan could only gather on important occasions.
As for the training grounds.
Aside from the spaces ninja reserved at home, fifty training grounds were scattered throughout Konoha. Some areas had none, while others had five or six.
Their planning was extremely unreasonable.
To address this, Xuandou specifically brought in Goumu Yanō, the chief designer behind Rōran's reconstruction, to design the blueprint for a new Konoha alongside Hashirama.
They planned the new Konoha's future.
Of course, Konoha's unreasonable architectural layout was not the only reason.
Xuandou had chosen to remodel Konoha first.
He also intended to break Konoha up as a whole and integrate it into Xuanyin.
As the former foremost village in the Shinobi World, Konoha enjoyed tremendous loyalty from its civilians and Shinobi Clans, who felt a strong sense of happiness.
Their loyalty was no less than that of Azure Tide Port's residents toward Xuanyin!
To that end.
Using the remodeling as a pretext, Xuandou first resettled Konoha's residents and Shinobi Clans in different parts of Xuanyin, household by household.
Some were assigned to Azure
