The entire Imperial Capital had a sewer network, but for certain historical reasons, its separate sections were not interconnected. At its heart lay the underground waterways of the Canal District, which connected directly to the sea.
Some of the corpses that had vanished earlier had disappeared in the Royal Waterway.
The Hearthfire District's sewer system was comparatively simple. There were few residential areas here, so there was little need for sewage disposal.
"This is one of the sewer junctions. I went to City Hall to consult the plans. There's a hall below, and Maeve's investigation pointed here." Holding a hand-drawn map, Elsa briefed the people around her.
"The Machine Priests will begin this assault with a barrage, then I'll lead the assault team in the main attack. Don't pursue any cultists who go into hiding. The teams behind us will handle them."

"A lot more children have gone missing throughout the Imperial Capital lately. I estimate there could be several dozen inside, but it's hard to say how many are still alive."
