Under normal circumstances, unless it was wartime, the Kage of each village would not bring many guards when attending the Five Kage Summit.
That was because people rarely launched rash attacks on the Kage of the various villages.
After all, doing so would antagonize one of the Five Great Nations and could easily trigger a chain reaction.
The Fourth Shinobi World War had begun, after all, with the disappearance of Sunagakure's Third Kazekage.
With that precedent, no one would readily attack a village's Kage unless they were a reckless madman or a force with ulterior motives.
Of course, an internal rebellion that resulted in a Kage's death was an exception.
But that would likewise cause upheaval in the shinobi world.
During wartime, however, the Great Shinobi Villages would naturally use every means at their disposal to win.
At such times, attacking another village's Kage was already considered a normal tactic.
Overall, surprise attacks against the villages' Kage were rare during peacetime.
And this was a rare period of peace!
Less than a year had passed since the Fourth Shinobi World War ended. Everyone was still licking their wounds, with neither the energy nor the ability to wage war abroad.
So Gaara's journey to Konoha had been quite safe.
The reason he had still brought so many guards, of course, was to guard against Ōtsutsuki Isshiki or other Ōtsutsuki Clan members hiding in the shinobi world.
This, too, was an aftereffect of the Otsutsuki Toneri incident.
Konoha had prepared for this well in advance, arranging accommodations for the Sunagakure party ahead of time.
Early the next morning.
Shihōin Naraku met with Gaara, but they only chatted briefly, without discussing intelligence related to Kaguya or other matters in detail.
Those matters were meant to be discussed at the Five Kage Summit
