"Really?"
I don't believe it.
Shihōin Naraku had always thought Tenzo was quite capable. Although his Wood Release could not compare to the First Hokage's, ordinary ninja-even Jonin-might not be a match for him.
But outstanding strength did not mean Tenzo was suited to leadership. Compared to his leadership ability, his qualities when carrying out missions were where he truly excelled.
Under Kakashi Hatake's leadership, ANBU could be maintained quite well.
Under Shihōin Naraku, however, ANBU had not merely been maintained. It had continued to grow stronger, even having strength to spare to contend with Shimura Danzō back then.
But Tenzo had taken over an ANBU whose foundations Naraku had rebuilt, only to focus on going out on missions and cast aside the methods and plans that genuinely benefited ANBU's development.
Why had Tsunade suddenly decided to separate ANBU's branches from it? Because Tenzo could not keep the Analysis Team and the Interrogation Department under control. Even controlling ANBU itself took a great deal of his energy.
If this continued, either the Analysis Team and the Interrogation Department would break away from ANBU, or someone within ANBU with ulterior intentions would get their hands on those two organizations.
So...
Naraku looked at the utterly sincere Tenzo. This fellow truly left him speechless.
"Tenzo!"
"Sir?"
Tenzo was leading the way as the two headed toward the Interrogation Department. Hearing Naraku call him, he turned back in confusion.
"Tenzo, you're the Anbu Commander! Not a division captain or an ordinary member. Your job is to manage, not handle everything personally."
"When you had no authority at first, you could go out on missions. It's not as though I never did that myself. But once you've established some initial prestige, you have to focus your energy on managing ANBU."
"If you tell me
