Looking at the shattered, swollen white masses littering the floor, Ōnoki frowned. "These things... they're the creatures the Allied Shinobi Forces captured earlier, aren't they?"

When Shihōin Naraku had led the Allied Shinobi Forces in an attack on the Akatsuki's hideout, they had captured quite a few White Zetsu along the way.
Those White Zetsu had then been sealed away and later distributed proportionally among the villages.
Essentially, all the Five Great Shinobi Villages had received some White Zetsu.
As far as Shihōin Naraku knew, practically every village had begun researching White Zetsu, and that naturally included Konohagakure.
Anyone with even a little research expertise could recognize White Zetsu's unique properties.
In Konoha, Naraku had become Hokage and was also busy rebuilding the village, so he had no time to research White Zetsu.
Tsunade and the other medical ninja had taken over that work.
White Zetsu could actually provide an excellent reference for restoring Jiraiya's arms, but Jiraiya was extremely opposed to using White Zetsu to replace them.
Tsunade did not seem to approve either, so they had not used White Zetsu for his recovery.
However, Tsunade had indeed gained some inspiration from White Zetsu, taking her research a major step forward.
In fact, even without using White Zetsu to replace Jiraiya's arms, cloning would work too.
After Naraku had extorted a large sum of money from Ōnoki, he had used cloning to replace Kurotsuchi's severed leg.
Naturally, Jiraiya's problem could be solved the same way.
However, considering that using Hashirama cells could strengthen Jiraiya, Tsunade had decided to first test whether he could withstand their
