"Visit the Kaguya Clan in the Land of Water?"
"Yes, Lord Hokage," Hiashi explained respectfully. "The Kaguya Clan is an ally of the Hyuga, and we have established a tradition of mutual visits over the years."

"We originally planned to leave last year, but canceled the trip because of the war."

The Hyuga Clan was one of Konoha's major ninja clans. Even outside wartime, it was not so easy for Hiashi, as clan head, and Hanabi to leave the village.
Especially when they were going to another country to meet with a foreign ninja clan.
If they left the village without Naraku's approval as Hokage, it would certainly arouse the suspicions of Konoha High Command.
"All right. Since it's an established tradition, you have my approval." With a few quick strokes, Naraku signed his name on the application Hiashi had handed him.

That was the Hyuga Clan's way. They stubbornly maintained their etiquette before the higher-ups.
Even though Hiashi was on fairly good terms with Naraku, he never showed the slightest discourtesy.
