A spoke coldly. "How? Every one of them is like a lunatic, willing to throw away their lives for the position of Daimyō.
"Take a city today, and someone rebels tomorrow. There's no end to them, no matter how many you kill!"
Uchiha Yan took out a scroll and tossed it to A. "Here, sign the treaty, and I'll tell you how."
Without even looking at it, A signed his name. It was only a treaty. If he didn't like it, he could tear it up whenever he wanted.
"You didn't even read it. I seriously doubt your sincerity."
"Believe it or not. I believe it, anyway."
Hearing that, Uchiha Yan gave him a thumbs-up. As expected of the Raikage, he didn't care about his reputation at all.
"Do you understand balance?"

Uchiha Yan explained quietly, "Not everyone wants to become Daimyō. More of them are afraid that if their enemies gain power, their own families will be the first to be purged.
"Taking a city is simple. Distribute power to maintain a balance between the families, then have your own people mediate.
"Make them share the village's interests, and they'll naturally be willing to support you."
"Didn't you say on the battlefield last time that countless people would be willing to give their lives for the position of Daimyō? Why have you changed your tune?"
"It's been so long that a large portion of them have realized they simply aren't strong enough to claim the position. They only want to preserve their families
