In the days that followed, Loa found himself surrounded by Victor and a crowd of people whose names he did not know.
They included officials from the former duchies, generals who had surrendered, scholars who had come to join him, and a few merchants who had appeared from who knew where. They split into factions, bickering and wrangling over everything. A single regulation, title, or position could keep them arguing all day. When they grew loud, the whole building could hear them.
Loa sat at the head of the table and listened to them argue. He did not interrupt or take a position, saying only "Enough" or "Continue" when necessary. His very presence was a deterrent-no one dared play tricks or lie before him. He sat there like a sword hanging overhead. You could not see it, but you knew it was there.
After half a month of arguing, they reached a result.
The empire would be called the Xunzhen Republic Empire.
The imperial capital would be built on a plain in the central-eastern part of the Chaotic Territory. Victor said it was at the center of the Chaotic Territory, with convenient transportation and abundant resources, making it suitable for a city.
Loa said nothing and nodded. Only he knew that a huge magic crystal vein and, most importantly, a Miniature Plane lay there.
A three-tier education system would be established. Basic education would be compulsory and free, and all children of school age would have to attend. Specialized education would be selectively free, with separate academies for magic, military affairs, administration, the arts, and other fields. Higher education would serve as the nation's administrative think tank and a training base for top-tier powerhouses.
There were also provisions for the military, the economy, and more.
Loa finished reading the proposal.
