Report on Targeted Response Plans, Buck-Passing Among Operational Departments and
The space before the Bone Throne was so quiet that one could hear the faint hum of the energy itself.
Lynn's finger slowly swept across a holographic screen. Three documents floated side by side on the screen, their covers, titles, and layouts all strictly adhering to the official document format standards he had previously issued.
The document, titled "Preliminary Plan for Constructing a 'Multi-Layer Physical Denial Defense Line '", was signed by the Asgard Stability Affairs Office, Hela.
The document, titled "A Strategic Concept for Establishing a 'Global Mental Defense Early Warning Network'," is signed by Jean Grey of the Mutants Affairs Management Committee.
The report, titled "Technical Feasibility Report on Deploying the ' Chaos Magic Boundary Shielding Field'," was signed by Wanda from the Technology and Order Integration Department.
The three proposals represent three completely different approaches, and also represent the direction in which the three responsible persons extend their respective powers.
Hela's plan was simple and direct. Based on the Undead Legion, she would expand it tenfold and establish regular patrol zones in the space between reality and Dimension. Any unreported energy fluctuations would be physically eliminated. Simple, brutal, and consistent with her usual style.
Jean's plan is far more sophisticated. Using the Xavier's School's Cerebro as the core node, it integrates all Mutants worldwide with Telepathy abilities to construct a global Psychic Network. Any abnormal thoughts or emotions will be captured, analyzed, and located instantly. It is an all-encompassing, inescapable net.
Wanda's proposal was the most unique. She suggested constructing a boundary barrier powered by Chaos Magic in outer space, centered on herself. This barrier could distort reality, causing any unknown entity attempting to enter Earth to be conceptually "erased" or "rewritten."
Lynn finished reading it.
He didn't immediately respond; he simply turned off the screen, leaned back in the cold chair, and closed his eyes.
A moment later, he opened his eyes.
"Let them come over."
The moment the will was given, three figures appeared almost simultaneously beneath the Throne.
Hela stood on the far left, clad in a dark green War Armor, arms crossed, her expression as arrogant as ever, as if she were submitting not a proposal, but an unquestionable decree.
Qin stood in the middle, her head slightly bowed, her posture humble, but deep within her calm eyes lay absolute confidence in the outcome.
Wanda stood on the far right, slightly behind the other two. She seemed a little uneasy, her hands clenched nervously together, her eyes filled with an eager longing for approval.
Three people, three mindsets, clearly distinct.
Lynn's gaze swept across their faces one by one, without lingering.
"I've reviewed all the plans."
His voice was flat, yet it sounded exceptionally clear in the deathly silence of the Negative Zone.
All three of them were on edge.
"The idea is good, and the attitude is positive," Lynn said calmly, "But there's a fundamental problem."
Hela's brow furrowed almost imperceptibly. Jyn's eyelids drooped even lower. Wanda's breathing nearly stopped.
Lynn tapped her fingers lightly on the armrest.
"Lack of supporting data."
These words, like several cold stones, struck the hearts of the three women. They were words they had never heard before, but their meaning was not difficult to understand.
Lynn didn't give them time to react, continuing, "Hela, what's the basis for your proposal to expand the army tenfold? How large is the enemy, how strong are they? We don't know. If the enemy only needs one unit to infiltrate, what's the point of expanding the army a hundredfold, besides increasing the budget of the Stability Maintenance Office?"
Hela's face darkened; she wanted to retort, but found herself speechless.
Lynn's gaze shifted to Qin.
"Qin, your Psychic Network sounds perfect. But where is its warning threshold set? If the other party has no thoughts, no emotions, and is just a pure logical instruction, how will your network recognize it? You're trying to sift water through a sieve."
Qin's body stiffened slightly, and the fingers at her side curled up.
Finally, Lynn looked at Wanda.
"Wanda, your Chaos Barrier is theoretically the most effective. But what about the energy consumption? How much will it cost you to maintain a global reality distortion Force Field? If the other side chooses to continuously probe with low intensity, are you going to exhaust yourself to death on that barrier?"
Wanda's face turned deathly pale instantly, her lips moved, but she couldn't utter a single word.
Lynn's words struck at the heart of their plan. He did not deny their abilities, but rather used pure, emotionless rationality to point out the emptiness and hollowness of all their plans.
"All your plans are based on a fictitious, imaginary enemy." Lynn's tone finally carried a hint of impatience. "Armchair strategizing is child's play. I don't need it."
He leaned slightly forward from his Throne, his gaze carrying an absolute pressure as he looked down upon the three Deity below.
"What I need is a tangible, visible sample."
"Before you come up with a practical solution, you need to tell me exactly what you're dealing with."
He issued new instructions, which were not to be questioned.
"Go, bring me back a live sample of ' High-Dimensional Interference '."
"I need its energy composition analysis report, operational logic assessment report, and a detailed description of its technical capabilities."
"Put all of these documents, along with your revised proposal, on my desk."
Hela, Chin, and Wanda were completely stunned.
They had considered countless possibilities. Lynn might choose one of the options, or have them work together, or even take matters into his own hands. But they never imagined that he would reject everything and then throw them an almost absurd task.
Capture one alive?
They didn't even know who the enemy was, where they were, or what they looked like. It was like looking for a needle in a haystack.
"What's wrong?" Lynn's voice turned cold as she looked at their blank expressions. "Is there a problem?"
"No!" Hela was the first to react, answering through gritted teeth.
"Understood, Your subordinate," Qin replied immediately.
"I guarantee I'll complete the mission." Wanda's voice trembled slightly.
No matter how absurd the task was, they had to accept it. Because Lynn had already made her point very clearly.
Lynn leaned back in his chair, seemingly satisfied with their response. He waved his hand, as if shooing away a few noisy flies.
"Then go and do it."
He paused, then added one last sentence.
"If you can't provide samples, your three departments' quarterly performance evaluations will all start from 'unsatisfactory'."
As soon as they finished speaking, the three figures disappeared from the spot.
Before the empty Throne, only Lynn remained. He looked at the spot where the three had disappeared, a barely perceptible smile playing on his lips.
He knew that if these three sharpest swords were simply left in their sheaths, they would only wear each other down and become rusty.
They must find a common, sufficiently hard whetstone.
At that moment, in another void, Hela, Chin, and Wanda reappeared.
The three looked at each other, their past competition and hostility temporarily replaced by a shared, immense pressure.
Assessment, samples, unqualified... these cold words are like shackles around their necks.
They have always been accustomed to solving problems with force.
But now, for the first time, they discovered that in the face of an absolute and unquestionable rule, they possessed devastating power, yet they were like three clueless grassroots clerks, bewildered and helpless in the face of a rigid target set by their superiors.
Where can I find an enemy I've never even seen?
