Background
Following the Spiritual Energy Revival, Yun Yongfeng established the Transcendent Administration Bureau and personally assumed its directorship. The bureau handles transcendent incidents throughout Great Xia and works to preserve social stability 3 11.
The Great Xia Cabinet grants Yun full authority over the bureau, but major operations still require reporting to the Cabinet. The bureau also submits incident reports, damage assessments, and operational analyses 3 21 22.

Deployment and Training
- Three-person squads: Bureau operatives conduct missions in teams of three. Li Hongyu’s squad divides responsibilities between his main assault, Dong Rouwan’s flanking attacks and illusions, and Bian Zhuyue’s battlefield support 6.
- Forbidden Zone eligibility: Members must reach Mortal Entry Stage Five before they qualify to enter Forbidden Zones for cultivation. Lower-stage personnel remain with the bureau to perform maintenance duties and other assignments 11.
- High-level deployment: Many of the bureau’s strongest members cultivate in Forbidden Zones, where they also guard against dangerous beasts and beast tides. Headquarters’ available personnel therefore do not represent the bureau’s full strength 11 17 35.
- Beast trials: Captured Transcendent Beasts are confined in the Extraordinary Cage for members to challenge. Operatives obtain the appropriate cage keys from the director’s office 5 14.
- Resource allocation: Li Hongyu, Dong Rouwan, and Bian Zhuyue each receive two Spirit Stones per month 15.
- Veteran initiation: At the Ten Thousand Great Mountains station, veterans began challenging newcomers after an arrogant recruit nearly caused his squad’s destruction. The practice had existed for two months when Shen Fei arrived 37.

Relationships
- Shen Fei — Independent partner, not a bureau member. After rejecting recruitment, he agrees to fight powerful enemies for payment. Yun grants him access to bureau facilities and resources, promises monthly support, and instructs personnel to treat him with the same respect as the director 11 12.
- Great Xia Cabinet — Supervising government authority. Orders the bureau to recruit Shen Fei and approves action against the Heavenly God Cult 4 22.
- Special forces — Cooperating security personnel. Captain Tang’s forces secure Cloud Summit Mountain while bureau specialists investigate the escaped gorilla 6 9.

History
Shen Fei’s Discovery and Partnership
A viral video of Shen Fei killing an evolved tiger brings him to the bureau’s attention. Yun interprets his Body Flicker Technique and Fire Release as spatial and elemental abilities, while Li Hongyu estimates that he has reached at least Mortal Entry Stage Two. The Cabinet subsequently orders his recruitment 3 4.
Li Hongyu, Dong Rouwan, and Bian Zhuyue identify Shen Fei and investigate the other animal that escaped Qingshan Zoo. On Cloud Summit Mountain, they encounter a Stage Three gorilla rather than the weaker beast they expected. Shen Fei’s intervention saves them, but he leaves before they can speak to him 4 6 9.
After Shen Fei refuses the squad’s invitation, Yun visits him personally. Recruitment again fails, but the two establish a partnership that preserves Shen Fei’s independence 10 11 12.
Headquarters Breakout
During Shen Fei’s first headquarters visit, Zhang San encourages Liu Yiming to challenge him. With most personnel watching the fight and Yun drawn away from his office, Zhang steals the Extraordinary Cage keys 13 14.
Shen Fei defeats Liu Yiming and undergoes testing, registering Transcendent S-Rank cultivation talent and a spiritual power value of 4,999. Meanwhile, Zhang releases every confined beast, including the Devour-Slaughter Pig. Surveillance feeds fail, and Zhao Yun raises a level-one red alert 16 17.
Yun offers Shen Fei forty Spirit Stones to intervene. Shen Fei kills the pig, and Yun subsequently orders the Combat Room and Extraordinary Cage rebuilt. The bureau ultimately pays Shen Fei eighty Spirit Stones—twice the agreed amount 17 20 21 23.
Heavenly God Cult Operation
Bao Zishi traces Zhang San to the Blue Mountain Villa District, confirming the connection between the sabotage and the Heavenly God Cult. Yun secures Cabinet approval for an operation and prepares to attack after Lin Qiye returns 22 23.
The cult turns the assault into a public hostage crisis by broadcasting its captives across major streaming platforms. Zhang threatens executions unless bureau personnel reveal themselves, forcing Yun into the open while Lin remains concealed. Unable to devise a safe rescue, the bureau calls Shen Fei for his Genjutsu 30 31.
Shen Fei’s intervention causes the cult’s Invisibility Woman to lose control of her body and kill the hostages on camera, undermining the leader’s plan to frame the bureau. Yun then leads the capture of the remaining cultists, while Zhao Tian kills Zhang San after he resists. Shen Fei separately kills the fleeing cult leader 32 33 34 35.
Forbidden Zone Operations
As Shen Fei travels toward the Ten Thousand Great Mountains with Lin Qiye, the Nanyun Branch Bureau reports abnormal beast gatherings and orders personnel to clear areas rated seven and below. At the Watch Station, Shen Fei defeats Yun Meng’s squad after its members attempt to test him 36 37 39.
At headquarters, Yun shows footage of that fight to an unnamed white-haired Bloodline Holder while considering Shen Fei as her teammate for the Qinling Secret Realm. She rejects him as too weak and agrees to wait for stronger candidates 39.
Empire Plan and Great Feng
Liu Long’s squad captures two suspicious foreigners and uncovers the Empire Plan. Despite returning wounded, the squad reports that Sakura Country and Beautiful Country intend to awaken the Beast God Great Feng 44 46.
Yun prepares for a possible beast tide without evacuating Nanyun City. He brings Li Yanran toward Nanyun so her perception and communication techniques can help locate the intruders and warn the four Level Nine Area guards. The foreign mage and Danzo Sword Saint nevertheless bypass the guards and approach Great Feng’s sleeping place 46 47.
