At those words, the room fell completely silent.
Some wanted to object. Even Sengoku initially wanted to object, but then he understood.
Staff Officer Tsuru's plan was to use Roy and his group, now riding a wave of fame, to provoke the Four Emperors of the New World into fearing them and set them at each other's throats.
If he were one of the Four Emperors, he would be wary of Roy's group too.
A lineup like that really could challenge or even defeat an Emperor.
Any of the Four Emperors would take the initiative to strike because of it.

"In that case, Staff Officer Tsuru will have full authority over this matter."
"I no longer want this so-called balance in the New World."
"I want them at each other's throats, slaughtering one another."
Sengoku was the first to applaud, deciding to give Staff Officer Tsuru full responsibility for the plan.
The other vice admirals also looked at her solemnly, their eyes filled with shock.
They understood just how ruthless this plan was.
It followed the principle that two tigers could not share one mountain.
