As the contenders in the New World fought for supremacy, the Four Blues under Hua Country's control were undergoing an unprecedented transformation.
Hua Country had unified the Four Blues and, with overwhelming force, utterly crushed the system of affiliated nations the World Government had maintained for eight hundred years. Every former World Government member state in the Four Blues, whether it had surrendered voluntarily or not, had its national name abolished and its royal and aristocratic systems eliminated by Hua Country. All their territory was incorporated into Hua Country, with the Central Government directly establishing two administrative levels, commanderies and counties, dispatching officials to govern them, and implementing uniform laws and new policies.
