History

Establishment and Reunification of Flower Country

Hua Country emerged from Peach Blossom Spring's conquest of Flower Country's capital, Yujing. Guan Yu and Zhao Yun's assault captured the center of the old regime at minimal cost, while Liu Bei reassured residents through tax exemptions, grain distribution, and action against corrupt officials. Chen Yu abolished the name “Flower Country” and proclaimed the new dynasty “Hua” 45.

The new government initially controlled only the Capital Region. Royal relatives and provincial governors established rival courts, while undecided officials fortified their cities and negotiated with both sides. By early winter of Sea Circle Calendar 1515, Hua Country had established its capital at Chang'an and secured the surrounding region 45 46 47.

The fall of Jinling opened the south to Hua rule. Chen Yu combined military pressure with land redistribution, famine relief, tax waivers, and the retention of capable officials who submitted. Guo Jia divided the remaining territory into operational sectors, using political persuasion along the wealthy coast and naval control at important waterway junctions. By late summer of 1516, Liu Bei reported that all of Flower Country's former lands had entered Hua Country's domain 50 53.

Kingdom and Diplomatic Recognition

In early winter of 1517, Chen Yu formally ascended as King of Hua, designated Chang'an as the capital, and inaugurated the Dawn's Light era. The coronation established central offices and a supreme military command, turning the conquered territory into a formally organized kingdom 64.

At the Reverie, Chen Yu refused demands to disband his army and accept Navy control. Guo Jia challenged the Five Elders' accusations, and Hua Country obtained the status previously held by Flower Country. Chen Yu's proposed West Blue Free Trade Zone was blocked, but the delegation returned with formal recognition and a preliminary understanding with the Revolutionary Army 68.

Consolidation and West Blue Supremacy

Foreign pressure continued through border attacks, trade restrictions, and Cipher Pol infiltration. After defeating the Saint Poplar coalition at Thunderstorm Gorge, Hua Country recruited Zhuge Liang to strengthen its strategic leadership. Despite its growing reputation, its actual holdings at that point remained the former Flower Country and neighboring waters—not the entire West Blue 82 84.

Chen Yu then adopted a deliberate policy of restraint. Hua Country answered provocations with limited defensive deployments and reciprocal tariffs while spreading false reports of financial trouble, food shortages, and resistance to reform. Behind this appearance of weakness, it expanded industry, intelligence operations, and military preparations 86.

Its later conquests overwhelmed several of the West Blue's strongest kingdoms within days, prompting the World Government to designate it the highest threat. The ensuing confrontation in the N-7 Sea Area brought Hua Country against Marine Admirals and the Holy Knights. Exhaustion, casualties, and Hua Country's increasingly effective fleet operations forced the World Government to negotiate 114 128 147 159.

The ceasefire acknowledged Hua Country's de facto rule over the West Blue in exchange for avoiding provocations. Chen Yu ordered honors for the dead, support for their families, and treatment for the wounded. His victory also established his international reputation as the West Blue Emperor 159.

Expansion into the Grand Line

Hua Country gained influence in Alabasta by helping defeat the forces behind its rebellion and coordinating reconstruction. Its artisans restored water systems, housing, farmland, and public infrastructure. Cobra subsequently accepted a new relationship with Hua Country that included equal rights for Alabasta's inhabitants, reduced taxes, and a permanent defensive naval presence 198 201 202.

By this period, Hua Country also controlled Whiskey Peak, Reverse Mountain, and Sky Island. Upper Yard was administered as an archaeological conservation area under its Sky Island governor's office 206 209.

During the Enies Lobby crisis, Chen Yu ordered his commanders to contain reinforcements without interfering in the Straw Hats' own battle. Fifty warships approached covertly through the Calm Belt. Afterward, Hua Country sheltered and recruited CP9, while Water 7 publicly applied for accession and became an official shipbuilding base 218 229 230 231.

Unification of the Four Blues

While world attention centered on the Paramount War, Hua Country launched coordinated invasions of the remaining Blues. Guan Yu took most of East Blue within three days; Zhao Yun and Ma Chao brought virtually all of South Blue under control within four; Lü Bu's North Blue campaign succeeded within five. Zhou Yu and Gan Ning blocked World Government reinforcements at the Red Line routes 258.

Chen Yu rejected a federation of autonomous kingdoms. Former state names, royal systems, and aristocratic authority were abolished, and the Four Blues were reorganized into 35 commanderies and 127 counties governed directly from the center. Land distribution, tax relief, schools, and free clinics accompanied military consolidation 268 271.

One year after the Paramount War, Chen Yu proclaimed the Hua Empire at Chang'an's Altar of Heaven and inaugurated the Haiyuan era. He declared the overthrow of the Celestial Dragons and the end of the Great Pirate Era as imperial objectives 278.

Imperial Conquests

The empire secured Fish-Man Island and Sakura Kingdom, then absorbed all 56 kingdoms in the first half of the Grand Line. Its administration extended the commandery-county system, abolished noble privileges, and established schools and free medical services throughout these territories 291 295.

Expansion into the New World included Dressrosa and Wano. Unlike the reconstruction campaigns elsewhere, the conquest of Wano involved mass killing: Lü Bu and Ma Chao razed the country, executed the Kozuki Clan, and left civilian settlements devastated. Luffy returned in fury and confronted Lü Bu. The empire obtained Pluton and Wano's Road Poneglyph before turning toward Totto Land and Hachinosu 301 304 306 307.

Aokiji later joined after personally touring Hua Country's territories for a month. Chen Yu appointed him Empire Navy Commander-in-Chief and Four Blues Marquis, assigning him to secure the home seas while the main forces prepared to advance on Mary Geoise 363.

Chen Yu publicly declared war through the Proclamation Against the Celestial Dragons. Bai Qi and the Heavenly Punishment Corps breached Mary Geoise's outer defenses in fifteen minutes, while five armies advanced toward the inner defensive lines and Pangaea Castle 364.

World Unification and Succession

By the final chapter, Hua Country had brought the world's kingdoms and pirate crews under its rule as Luffy reached Laugh Tale. At a founding ceremony in New Chang'an City, Chen Yu abolished slavery and the Heavenly Tribute, declared equality among races, and assigned his officials and generals to govern and defend the realm 413.

Ten years later, Chen Yu abdicated in favor of Chen Hao. The founding generals assumed their Legendary Pokémon forms and continued protecting the world while the new emperor ruled in peace. Chen Yu departed for the Chaos Sea 413.
