First Appearance Chapter 11

Appearance

  • Build and face: A towering frame and a square, imposing face 11 101.
  • Hair and beard: An afro and a goatee, both emphasized during his angry reactions 68 101.
  • Glasses: Round spectacles, which he removes and cleans while deliberating 49.
  • Uniform: A cap topped with a seagull ornament and a coat bearing the word “Justice” 11 79.
  • Transformed appearance: His Buddha Form and hybrid form emit golden light 70 72.

Personality

Sengoku places considerable weight on military discipline, Marine credibility, and the consequences of individual officers’ actions. He condemns the failure to protect the Goth Kingdom, reprimands Garp for disregarding orders, and objects when Akainu’s attacks threaten soldiers and Marineford itself 11 55 70. His concern for appearances has practical stakes: after Akainu falls into the sea, he urgently orders a rescue rather than allow an Admiral to drown outside Headquarters 71.

Despite his frequent shouting, Sengoku is a calculating leader who gives opponents room to retreat without losing face. During the debate over Lin Xuan’s nomination, he postpones the decision until an assessment can address concerns about loyalty and temperament. Later, he places himself between Akainu and thousands of angry soldiers, preserving the Admiral’s dignity while reclaiming control of the gathering 49 79.

He actively seeks strong successors and accepts risks to develop them. He approves Zephyr’s live-combat training proposal despite the prospect of losses, becomes excited by reports of exceptional young fighters, and recognizes that Lin Xuan’s example restores confidence among ordinary Marines 12 74.

His loyalty to the World Government does not erase his resentment of its interference. He initially restrains Garp to prevent an open conflict, but later defends Lin Xuan against CP0 and resolves to demand an explanation from the Five Elders for their plot 101 105 106.

Abilities & Skills

Buddha Form and Golden Shock Waves

Sengoku manifests golden Buddha imagery, assumes a golden hybrid form, and releases powerful shock waves 12 70 72.

  • Separating powerful combatants: Forces shock waves between Garp and Kizaru, Garp and Akainu, and Lin Xuan and Akainu to interrupt confrontations 55 66 68 72.
  • Protecting bystanders: Projects a shock wave from his palm to block debris and magma flying toward spectators 69.
  • Suppressing hostile pressure: Gathers a golden shock wave without releasing it, forcing Lin Xuan’s probing sword intent back into his body 80.

Haki

  • Conqueror’s Haki: Explicitly possesses it and recognizes the significance of Lin Xuan’s unusually powerful, precisely controlled pressure 69.
  • Armament Haki: Coats his entire body to withstand the shock wave from Garp’s punch. He also uses it while attempting to restrain Garp, although the effort leaves his arms numb 101.
  • Observation Haki: Detects faint, newly budding Haki among the Marines gathered in Headquarters’ plaza 79.

Six Powers and Physical Combat

Sengoku combines Geppo and Soru to intervene when Garp attacks a CP0 agent 100.

  • High-speed intervention: Moves between the attacker and target before Garp’s punch lands 100.
  • Precision kicking: Kicks the CP0 agent through an office wall to move him out of the punch’s path 100.
  • Physical restraint: Holds down Garp’s Haki-coated fist during his confrontation with Akainu 66.

Strategy and Command

Known as the Resourceful General, Sengoku manages deployments, officer disputes, promotions, and politically sensitive incidents 49 80.

  • Force allocation: Sends Garp after Trejer rather than deploy an Admiral against an East Blue pirate 11.
  • Coordinated rescue: Assigns Kizaru to locate Shiki’s floating island and keep Lin Xuan alive while Garp travels to the East Blue 55.
  • Public relations: Arranges a front-page report with Morgans to present Crocodile’s defeat as a Marine victory over a conspiracy 90.
  • Procedural defense: Uses CP0’s unauthorized entry into the Gate of Justice to undermine Black Three’s demand for Lin Xuan’s arrest 105.

Story Role / Major Arcs

East Blue Security and Recruitment

After Trejer devastates the Goth Kingdom’s port defenses and escapes, Sengoku condemns the failure and orders Garp to intercept him. Tsuru also presents Zephyr’s proposal for recruits to alternate six months of training with six months of pirate suppression in the Four Blues, supported by thirty percent of Headquarters’ logistical resources. Sengoku approves the plan 11 12.

Reports of twelve-year-old Sentomaru’s advanced Haki initially encourage him, but Garp’s account of sixteen-year-old Lin Xuan using Conqueror’s Haki infusion eclipses that discovery. Sengoku orders Lin Xuan brought to Marineford, then erupts when he learns the boy has already departed alone without proper navigational support 12 13.

Lin Xuan’s Admiral-Candidate Nomination

Garp formally nominates Lin Xuan after discovering that he killed Trejer. Sengoku subsequently presents the nomination to Headquarters’ senior officers, revealing that the candidate is still a Seaman Recruit assigned to the East Blue’s 153rd Branch 30 48.

To answer objections, Sengoku shows combat footage and has Onigumo acknowledge his defeat by Lin Xuan. He postpones a final rank decision until Lin Xuan can undergo combat exercises and an assessment of his views on justice, while explicitly warning officers against provoking or privately testing him 48 49.

Shiki’s Abduction and Lin Xuan’s Return

When Shiki takes Lin Xuan from Loguetown, Sengoku breaks up Garp’s confrontation with Kizaru and organizes a rescue. He treats the abduction as both a threat to a valuable recruit and a possible sign of wider plans by Shiki 55.

Further arguments over the search bring Garp close to fighting Akainu, forcing Sengoku to intervene again. Lin Xuan’s sudden return ends the dispute; Sengoku notices his increased strength and urgently questions him about Shiki’s fate after Oto is identified in his possession 66 67.

Sengoku orders intelligence personnel and reconnaissance ships to verify Shiki’s reported death. Although willing to consider an exceptional promotion, he insists that an Admiral appointment still requires Headquarters review 68.

The Battle with Akainu

During Lin Xuan’s battle with Akainu, Sengoku directs spectators farther away and shields them from stray attacks. He warns Akainu that Meteor Volcano could destroy Marineford while soldiers remain in the area, but Akainu proceeds 69 70.

After Lin Xuan knocks Akainu into the sea, Sengoku orders an immediate rescue. When Akainu tries to resume fighting, Sengoku declares the outcome settled and demands that he accept defeat 71 72.

Sengoku accepts the mistaken explanation that Lin Xuan’s black power comes from the Dark-Dark Fruit and offers access to incomplete Marine records about it. Lin Xuan refuses, but Sengoku nevertheless signs a proposal for his exceptional promotion to Admiral 72 73.

Haki Training and the Fourth Admiral Post

Watching soldiers imitate Lin Xuan’s training, Sengoku concludes that the young fighter has restored confidence that Headquarters had struggled to inspire. He also intends to handle the Five Elders’ expected questions about the supposed Dark-Dark Fruit rather than immediately burden Lin Xuan with them 74.

Reports of rapid Haki awakenings draw at least thirty thousand Marines into Headquarters’ plaza seeking passage to the East Blue. Sengoku personally confirms signs of awakening, defuses the confrontation between the crowd and Akainu, and asks whether Lin Xuan can continue the training 78 79 80.

He then announces that the Five Elders have approved a fourth Admiral post, conditional on sufficient military achievements. His first assignment for Lin Xuan is retrieving Alabasta’s heavenly tribute; he implies that Headquarters can tolerate trouble provided the tribute arrives intact. He also authorizes publicity for a trial of Lin Xuan’s awakening method involving promising recruits from Zephyr’s camp 80 81.

Crocodile’s Defeat

Sengoku initially reacts with alarm when Lin Xuan defeats Crocodile, recognizing the implications of attacking a Shichibukai. Following Garp’s advice, he arranges publicity portraying the incident as the exposure of a plot against Alabasta and an attempt to obtain Pluton 89 90.

When Lin Xuan returns with documentary evidence, Sengoku accepts that Crocodile deserves to lose his title. He relays the Five Elders’ orders to escort Crocodile to Impel Down and invite candidates to replace him, interpreting the assignments as a warning and a test of whether Lin Xuan can be controlled 92.

Impel Down and the CP0 Confrontation

A CP0 report implicating Lin Xuan in an Impel Down riot provokes Garp into attacking the messenger. Sengoku prevents the agent’s death, secures half an hour to verify events, and orders Akainu and Kizaru to investigate, authorizing lethal force against anyone obstructing them regardless of identity 100 101.

At the Gate of Justice, Sengoku recognizes the danger when the agent rushes inside and restrains Garp and Akainu from following. As more CP0 agents join the confrontation, he hesitates to intervene, privately acknowledging his resentment of their unchecked intrusion into Marine affairs 102 103.

After Lin Xuan defeats the agents, Sengoku rejects Black Three’s demand for an arrest. He instead challenges CP0’s lack of authorization and characterizes the intruders as suspected Revolutionary Army infiltrators attempting a prison break 105.

Magellan then confirms that the Five Elders arranged the riot to frame Lin Xuan. Sengoku stops Garp from rushing to Mary Geoise and declares that he will personally demand an explanation for the attack on Marine dignity 106.

Kaido’s Assassination Order

Sengoku reacts furiously to Kaido’s assassination order against Lin Xuan, questioning whether the Emperor is declaring war on the World Government. Tsuru’s report that Doflamingo is leaking Lin Xuan’s location further enrages him, while Garp’s demand for a fast warship creates another dispute over leaving Headquarters 113.
