An enormous map of the Shinobi World hung on the wall, but its markings were no longer limited to the Shinobi World. The British Continent, Rōran, and unknown seas outlined by several dotted lines occupied increasingly large portions of the map. Toyotomi Yinglang stood before it with his hands behind his back, his gaze resting on the blank area that represented the "unknown."
Yutian stood behind him, holding a thick statistical report.
"Your Majesty, the Great British Empire's population has surpassed 930,000."

Toyotomi Yinglang repeated the number quietly.
"Immigrants transported through Rōran are still pouring in. At the current rate of growth, we'll exceed one million by the end of the year."

"Has education kept up with the population growth?"
"It has." Yutian nodded. "The Royal Academy's main buildings are complete, and enrollment is expected to begin in autumn. In addition, the Empire has established thirty-seven Public Schools across the provinces, accepting commoners' children free of charge. The Martial Arts Hall is also expanding and should accommodate five thousand students next year."
