Midsummer sunlight streamed through the towering window frames into the spacious hall, spreading patches of brilliant white across the long conference table. Toyotomi Yinglang sat upright at its head, holding a thick, bound report between his fingers-the annual summary of government affairs and military strength that the Empire Military and Political Department had just submitted. Yutian stood before him, his deep-purple governor's robes neatly pressed, his posture straight, unable to conceal the excitement surging in his eyes.
"Your Majesty, the Empire's population has now surpassed one and a half million."
"One and a half million..."
Toyotomi Yinglang slowly set down the report and leaned back against his chair, tapping the tabletop lightly with his fingertips.
"What is the composition of our military?"
"A standing army of one hundred thousand, all equipped with firearms. Every corps has attached artillery units and ample firepower."
Yutian's tone was steady, but unmistakable pride colored his words. He paused before continuing his report. "The Ninja Corps numbers ten thousand. Every member is qualified as at least a Chunin, without exception."
"And the Empire's super soldiers?"
Toyotomi Yinglang picked up the celadon teacup beside him, rubbing his fingertips against its slightly cool surface before taking a small sip.
"Standard-grade super soldiers have strength equivalent to Elite Jonin. Elite-grade soldiers range from weak Kage level at the lowest to the threshold of strong Kage level at the highest."
Yutian's eyes suddenly brightened, his tone solemn. "Your Majesty, the Empire is now sufficiently powerful and prosperous."
"Powerful and prosperous?"
Toyotomi Yinglang set down his teacup, a faint smile curling his lips, his tone somewhat indifferent.
"We have barely gained a firm foothold. We are nowhere near powerful and prosperous."
He rose and walked to the
