The Doctor, the Second Seat of the Fatui Harbingers, had preserved segments of himself at various ages and made them function as independent individuals to retain all his perspectives on the world. This meant that the Doctor now possessed multiple distinct consciousnesses and bodies, working in much the same way as Yucheng's Shadow Clones.
Beyond that, his strength was not to be underestimated. It could be said that he himself was a success of the god project, his strength second only to top-tier gods such as the Geo Archon and the Electro Archon. This was the real reason he had no concern whatsoever that Scaramouche would turn on him after becoming a god.
