Tsunade could not hold back any longer. "Minamoto, you-"
"Roar!"
Kurama roared at Tsunade.
The tremendous roar, mingled with the Nine-Tails' terrifying pressure, drowned out the words Tsunade had yet to say.
"Then hurry up and let me out!"
The Nine-Tails looked pleadingly at Uchiha Minamoto, abandoning the vicious expression he had just directed at Tsunade.
"I can sign a Summoning Contract with you too. I can be like Matatabi and the others. We can negotiate too!"
"I know, but unfortunately, Kurama..."
Uchiha Minamoto spread his hands.

Naruto Uzumaki and the Nine-Tails were Konoha's "own people."
That meant Uchiha Minamoto could not handle the Nine-Tails' release the way he had handled the Two-Tails and the others.
"The Hokage, huh?"
Kurama looked up toward Konoha and opened his enormous maw.
"I remember that useless piece of trash Hiruzen Sarutobi is still running Konoha, right?
"I'll charge
