Lucian pursued his plan against Vought while secretly taking Ryan and confronting Shetty over her plans for Cate and the Supes. The arc ended with Cate choosing to join Lucian as his personal assistant as Victoria Neuman’s hearing put Vought and Homelander under public scrutiny.

• Annie confronted Donna about the lies surrounding her father, then agreed to help Lucian take down Vought after he explained his plan to distribute Compound V.
• Lucian joined the Seven’s mission to capture Kenji, secretly helped him escape with Kimiko, and blamed Black Noir II for the ensuing fight that ended with Homelander killing him.
• Lucian used his access to Vought’s records and his powers to track the Boys, find Kimiko and Kenji, and force Mallory to reveal Becca and Ryan’s location.
• Lucian took Ryan to Canada, copied his Heat Vision, and returned him to Vought’s safe house after Becca disappeared, while Butcher promised Becca he would bring Ryan back.
• Lucian rescued Cate from Shetty’s plans at the Woods, stole the virus research, and let Cate confront Shetty, who admitted she intended to use Cate to develop a virus that would kill Supes.
• Cate chose not to kill Shetty and erased her memories of the virus, while Lucian secretly intensified Shetty’s painful memories before leaving with Cate.

Lucian and Butcher joined the fight to rescue Ryan and take down Stormfront, while their allies battled Black Noir and A-Train. Lucian defeated Homelander, survived the blast, and gathered the surviving fighters before flying to Detroit with Annie and Cate.

• Kimiko exposed Stormfront as Liberty during the hearing, and Stormfront unleashed a deadly lightning attack before Homelander carried her away.
• Lucian prepared for the coming fight, obtained experimental drugs and Temporary Compound V, and brought Cate to live with him at a Long Island estate.
• Lucian discovered Soldier Boy's location in Siberia, while Butcher arranged help from A-Train and planned to rescue Ryan with Becca.
• Stormfront attacked Butcher's group as they fled with Ryan, but A-Train carried Becca and Ryan to safety while Butcher injected Temporary Compound V and fought Stormfront.
• Black Noir attacked Hughie, Mother's Milk, and Kimiko, and Mother's Milk took the serum while Hughie later injected himself as A-Train joined the fight.
• Homelander gravely wounded Butcher, but Lucian intervened and fought Homelander, eventually blasting him with a contained plasma sphere that left Homelander badly injured and fleeing.
• Cate found Lucian alive in the crater and confessed she had planned to control the president and launch the nukes if he died, then Annie joined them with Stormfront.
• Lucian, Annie, and Cate subdued Black Noir and Mother's Milk, gathered them with Hughie, Stormfront, and Butcher, and flew toward Detroit.

Lucian defeated Vought’s resistance and replaced it with the Supe Affairs Bureau, bringing Supes under its authority while dismantling Vought’s legacy. The Bureau expanded its programs for victims and children as Lucian pursued new abilities and strengthened his allies.

• Lucian copied Stormfront’s Plasma Lightning, used Cate to replace Stormfront’s Nazi beliefs with communist principles, and began copying Butcher’s Heat Vision.
• Lucian rescued Soldier Boy from Vought’s hidden laboratory, won his trust, and recruited him to the planned Supe Affairs Bureau.
• Lucian offered Victoria Neuman the Bureau’s deputy directorship, then announced Vought’s restructuring and forced its shareholders to choose whether to cooperate.
• After shareholders sent the Cleaners Squad and military forces against him, Lucian destroyed their attacks and took the assets of those responsible for the Bureau.
• Lucian launched the Bureau, appointed its leaders, and ordered Supes to register, then released Hughie, Mother’s Milk, and Butcher under strict conditions.
• Lucian had Soldier Boy strip Homelander and Bombsight of their powers, sent Homelander to work for the Bureau, and let Bombsight leave with Little Headliner.

Lucian left his world and arrived during the Battle of New York, where he defeated the Chitauri and made deals with Thor and Tony while acquiring vibranium. He then began tracking the Eternals, capturing Ajak and clashing with Ikaris before leaving London unconscious residents in the wake of his psychic attack.

• Lucian waited until his world was more secure, assigned the bureau’s responsibilities to its core members, and used Reality Shift to travel to another world.
• Lucian arrived during the Battle of New York, absorbed energy from the Tesseract, defeated Loki and Hulk, and destroyed the Chitauri fleet before helping Tony stop the nuclear missile.
• Lucian closed the portal with the Mind Stone Scepter, lent Thor the Tesseract in exchange for conductive metal, and took vibranium from Wakanda to trade with Tony for an evolving AI.
• Lucian rejected Hydra’s recruitment offer and asked the organization to find the Eternals, then upgraded his copying ability and copied Steve Rogers’s Super Physique and Kingo’s Energy Blasts.
• Lucian subdued Kingo and Ajak, copied their abilities, and traveled to London to find Sersi, where Ikaris attacked him and Sprite’s illusion brought Sersi into the fight.
• Lucian used the Mind Stone Scepter to shatter Sprite’s illusion and knock her and Sersi unconscious, then forced Ikaris to charge by threatening London and blasted him away.
• Lucian failed to find the person who rescued Ikaris, carried Sersi and Sprite from the ruined museum, and learned from Tony that London’s residents were still unconscious from his psychic attack.
• Lucian ended the mind control, waking London’s residents as Tony reassured the Avengers.
