Recruitment and Promotion

Jingzhou City and Xuzhou Offices

• Local hall: The hall visited during Chen Fan’s registration is built from pitch-black black-iron stone, with two evil-suppressing stone lions at its entrance 24.
• Yellow-Rank administrative chamber: Processes reserve appointments and issues identification tokens 24.
• Case archive: Located on the hall’s western side, protected by layered formations and heavy guards. Files are categorized and individually sealed with formations 24.
• Records office: Receives completed evidence dossiers, including witness testimony and physical evidence 31.
• Provincial review: The Mysterious Spirit Academy dossier passes from Jingzhou’s hall through the Xuzhou General Law Enforcement Hall before reaching the Central Continent legal office 31.

History

Chen Fan’s Recruitment

Jiang Qingyuan reveals her Heaven-Rank position while offering Chen Fan entry as a Yellow-Rank Reserve. After he accepts, she accompanies him to the local hall, where her recommendation allows his registration to be completed in less than an hour without the normal assessment 23 24.

Mysterious Spirit Academy Investigation

While examining the archive, Chen Fan selects Su Wan’s report accusing foreign exchange students of coercion and sexual assault. The case had been shelved under pressure from Vice Principal Hu Zhongyuan and foreign affairs officials. Jiang Qingyuan explains that officials were reluctant to risk conflict with the academy, diplomatic authorities, the Freedom Divine Domain, and the Holy See 24.

Chen Fan interviews Su Wan and confronts the accused students and Hu. When Hu attempts to detain him, Chen Fan presents his reserve token and formally takes over the investigation. Jiang Qingyuan subsequently intervenes and summons Lin Feng, ordering the suspects arrested, academy files sealed, and the victims provided with support and counseling 25 27 28.

Chen Fan organizes the evidence and takes victims’ statements. Hu admits accepting bribes and shielding the foreign students, while Leon and his companions confess to their crimes. Jiang Qingyuan rejects diplomatic requests for leniency, and Chen Fan receives permanent Yellow-Rank appointment for his work 30.

University Reform and Public Trial

The investigation becomes the basis for a joint declaration by eighty-one universities ending foreign students’ special privileges. The declaration explicitly provides for Law Enforcement Immortal Hall investigations and accountability for university leaders who indulge misconduct to improve international rankings 29 30.

After provincial review, the case reaches the Supreme Council, which orders a public trial and livestreamed executions. At the execution grounds, enforcement guards secure the perimeter and escort the defendants before Jiang Qingyuan, who presides in her judicial capacity. Leon and his two companions receive death sentences, followed by execution 31 32.
