Jiang is protective and willing to commit resources before success is assured. After witnessing Issho’s strength, he orders Lin Xiaoran’s residence secured while her first round is still underway, reasoning that wasted manpower would be preferable to losing a promising victor to assassination 7.

Despite his enthusiastic reactions to Country L’s successes, he initially insists that confidence in Issho must be checked against intelligence on rival Heroic Spirits. He also refuses to claim sole credit for exposing foreign spies, attributing their emergence to Lin Xiaoran’s outstanding performance 6 17.

His hospitality has firm limits: the Bureau will accommodate challengers’ wishes only when they remain lawful and moral. He is relieved by Lin Xiaoran’s modest demands and wants her daily needs handled so she can concentrate on surviving the games 27 29.

Story Role

Assessing Lin Xiaoran and Securing Her Home

Jiang first appears overseeing the Bureau’s assessment of Lin Xiaoran’s chances. Che Yisi identifies Andrei, Julian Reik, Tanaka Ning, and Park Bu as major threats. Park Bu’s army-summoning Heroic Spirit particularly concerns Jiang until Issho demonstrates the wide-area destruction of Gravity Blade: Raging Tiger 6 7.

He immediately orders armed personnel to locate and secure Lin Xiaoran’s apartment building, later reinforcing the protection with another squad. The resulting military cordon, resident investigations, and entry checks deny foreign operatives access; some spies expose themselves and are arrested 7 14 17.

Jiang also anticipates that Lin Xiaoran’s growing lead could provoke a challenger alliance. When Andrei’s coalition forms, he watches its livestream, angrily condemns it, and reports the situation to his superiors with the intention of having the foreign ministry issue a condemnation. He cannot directly warn Lin Xiaoran or intervene inside the game 13 18.

A-Rank Weapons and Lin Xiaoran’s Return

Issho’s meteor attack against the A-rank beast leaves Jiang visibly shaken with excitement and convinced that Country L can win. When ten thousand Gravitational Beam Emitters subsequently arrive at the Bureau, he goes to inspect them but accepts the military’s prohibition on opening the containers. He later publicly rejects suggestions that the weapons should be sold abroad 20 22 23.

Jiang joins Che Yisi, Han Wenju, and Chang Jian in personally collecting Lin Xiaoran after her victory. He thanks her for the record national fortune rewards, explains the attempts to discover her identity and assassinate her, and invites her to relocate to the military-guarded Bureau 23 25 26.

Housing and Support

During Lin Xiaoran’s move, Jiang explains the Bureau’s work, disperses an enthusiastic welcoming crowd so she can rest, and shows her a furnished four-bedroom, two-living-room apartment. He offers housekeeping, meals, and assistance with other needs, subject to legal and moral boundaries 27.

He assigns Jiang Zhixue and Xu Shuiyun as her bodyguards and assistants. Their principal day-to-day responsibility is meeting her needs, since the Bureau itself is already under military protection 28.

The Scorching Sea of Sand Round

Jiang worries that Madara Uchiha’s domineering temperament will make him difficult for Lin Xiaoran to persuade. Reports of Sophia’s thirty-meter stone giant, Amit’s flying sprite, and Sanders’s pterosaur deepen his concern. Country L’s leaders also contact him for assessments after Lin Xiaoran publicly demonstrates her own gravity powers 29 32.

Lin Xiaoran’s fifty-thousand-point score transforms his anxiety into celebration. He orders Che Yisi and Han Wenju to investigate gifts and necessities she might enjoy, then directs them to furnish an unused three-story building as her new residence. Assistants, guards, chefs, cleaners, and other service staff are to occupy the lower two floors for round-the-clock availability 39.

Researching National Fortune Rewards

Jiang supports researching the game’s rewards for wider use. Discussing healing potions, he says he would donate one for study if he received it and trusts that other citizens will do the same. He also reports that researchers have been unable to fully reconstruct the A-rank weapons’ blueprints despite working through several nights, placing their technology beyond Country L’s current capabilities 47.

Authority and Limitations

• Bureau leadership: Oversees staff monitoring challenger livestreams and recording Heroic Spirits’ demonstrated abilities. The Bureau seeks patterns in summoning, although Jiang admits its findings have yielded little practical help for challengers 6 27.
• Security coordination: Arranges military protection and works with security officials to safeguard challengers outside the game 7 17 26.
• Civilian jurisdiction: His directorship does not give him control over military weapons handling; for the Gravitational Beam Emitters, his role is at most to be kept informed 22.
• No in-game intervention: Cannot interfere with events inside the National Fortune Game, even when Bureau intelligence reveals an imminent threat 13 18.
