Lynn knew that he would never be able to Brevis by following the typical Imperium bureaucratic practices he had in Necromunda.
The system here is completely rotten; he needs a new approach.
He thought of his past life, the wisdom of Terra from 30,000 years ago.
How did those great figures overcome similar predicaments?
Before long, Lynn felt that he had found the answer.
Carter arrived as promised that afternoon.
He was still wearing that impeccably tailored gray military uniform, his hair neatly combed, and his expression serious.
"Your Excellency the Governor," Carter bowed.
"Sit down." Lynn gestured to the chair opposite her.
Carter sat down, his gaze sweeping over the purple "exotic pet" on Lynn's shoulder, but he said nothing.
As chief Archon, he was clear about his responsibilities, managed his own affairs well, and didn't ask questions he shouldn't ask.
Every governor has his own quirks.
He won't say anything as long as it doesn't interfere with important matters.
" Carter," Lynn began, his tone calm and natural.
I have some questions I'd like to ask you.
"Please speak," Carter said, straightening his posture.
Lynn leaned back in his chair, his fingers gently stroking the miniature Ripper on his shoulder.
Lynn's casualness made Carter feel like he wasn't talking to a leader, but rather chatting with an old friend of many years.
This atmosphere helped him relax a bit, as he was usually quite tense.
"Just how bad is Brevis's current situation?" Lynn asked.
Carter answered the question quickly; he had expected it.
"That's terrible."
"It's much worse than it appears on the surface."
He began to recount the events, which were largely the same as the Butcher's account, but Carter, as the Archon, knew more unknown details.
The entire Brevis PDF has a total force of approximately 40 million.
But this number is fictitious.
Because more than 30 million of these troops existed under the guise of "private armies of nobles".
Their equipment, training, and supplies were entirely the responsibility of the individual noble families.
"As for the Noble Council, they are not all 'conservatives'."
"In fact, some nobles advocated sending troops to the Frostbound Wall."
They believed that the Orks were the enemy of all humanity and that we should unite against them.
"But their voices were drowned out," Carter said.
Those who oppress them use the same reason: the need to maintain order in the main hive.
"To put it bluntly, we're afraid that the people in the Midtown and Lower City will riot, storm into the Uptown, and seize the food production lines."
Lynn sneered.
"Using 'maintaining order' as a pretext is actually a way to protect one's own position."
Carter head.
"But not long ago, things changed a little," he said.
"The leader of the Noble Council, the High King of Great Bear St. Garus, the 'eldest grandson' of Caladogon St. Garus,"
Leo St. Garus.
He led a group of noble sons, along with their private armies—a total of about three million men—to the Frostbound Wall to join the defenses against the Orks.
Lynn's eyes lit up.
Leo St. Garus.
He silently gave this person a thumbs up in his heart.
It's rare to have such awareness and courage in this kind of environment.
"What kind of person is this Leo?" Lynn asked.
Carter thought for a moment.
"He is well-known among the younger generation of the Noble Council."
"Because he believed in the true code of chivalry, upheld justice, punished evil and promoted good, and protected the weak."
"In a place like the Hive World, talking about chivalry would naturally make you an 'outcast'."
Carter shrugged.
He often patrolled the main hive with his personal guard to help the poor, which even led to conflicts with many nobles.
"But he is Caladogon's only grandson."
"No one can do anything about him..."
Lynn listened with great interest.
" Brevis is lucky to have someone like this," he remarked.
"Looks like I'll have to have a good talk with him if I get the chance."
Carter glanced at Lynn but said nothing.
But in his heart, his opinion of the new governor rose even higher.
People who can appreciate Leo's "eccentricity" are rare.
"By the way," Lynn changed the subject, "Do you think the Chuck Faction is worth cooperating with?"
Carter for a moment.
" The Chuck Faction currently comprises seventeen families."
"They control approximately fifty food production lines and twelve water purification lines."
"It can produce approximately 150,000 tons of food and 600 million liters of clean water daily."
"This output can probably supply the daily food needs of two to three hundred million people."
"But they actually support only about one million people," Carter added.
"They were all their own family members, servants, and private soldiers."
Lynn frowned. "What about the extra food and water?"
"Hoard them, or exchange them for other resources," Carter said calmly.
"This is standard procedure for nobles."
Lynn nodded; it was all expected.
"Therefore, Chuck Faction is a faction worth utilizing," Carter concluded.
"They have a bad relationship with the Twelve Star Families that dominate the Noble Council."
However, due to their 'noble' status, they did not seek the protection of the Industrial Alliance or the Wasteland Walkers.
"So they've always lacked a 'protective umbrella'."
"But," Carter changed the subject.
"My lord, please remember, the vast majority of these nobles are the Imperium's parasites."
"They only care about their own interests; they don't care about Brevis's survival or the lives of others."
You can use them as tools, but not as friends.
"They are adept at changing their stance depending on the situation, and may betray you at any time if things turn unfavorable."
"Although the Chuck Faction's practices are considered relatively good among the nobility."
"But at its core, it's still an insect."
"So my suggestion is to just treat them like 'piggy banks' and squeeze them dry."
Lynn smiled.
Carter's words were blunt, but very true.
"The problem is," Lynn shrugged, "How can we get them to willingly become this 'piggy bank'?"
Carter smiled calmly.
"It's very simple."
"Just show them enough strength."
Lynn rubbed her temples.
"But right now, these are the things I'm lacking."
Carter looked at him and remained silent for a few seconds.
Then, he slowly began to speak:
"Indeed, you are new here, with no soldiers or provisions, only the title of 'Governor'."
"But..."
Lynn stopped rubbing her temples and glanced at Carter.
I have quite a bit of wealth.
"Oh?"
Lynn blinked, feigning appropriate surprise.
Carter clearly fell for this.
The usually serious and rigid chief Archon was clearly in a better mood at this moment, and even his posture was more relaxed.
"As the Chief Archon and concurrently the Deputy Commander of the PDF, I do indeed have some military power under my command."
