Under the pretext of a tax audit, he personally led a surprise inspection of two ostensibly legal shops controlled by the Bloodblade Gang.
Citing "suspected smuggling and irregular accounts," he seized a shipment of goods and froze some accounts on the spot.
Before leaving, he stood before the ashen-faced Bloodblade Gang leader and his men, who seethed but dared not speak.
He tossed a map fragment marking the area where the Rusty Nail Gang had been wiped out at the man's feet. His voice was quiet, but clear and cold:
"Things are tense lately. The big shots upstairs are watching.
"Keep a low profile, keep your people in line, and look after your own turf."
He paused, sweeping his gaze over the other man:
"Use your head and think about how the Rusty Nail Gang disappeared.
"Next time, it won't just be people from the tax bureau coming."
The Bloodblade Gang leader's pupils contracted as he looked at Lynn's uniform, which represented the Imperium's grassroots authority.
He glanced at the ominous map fragment on the ground, then finally swallowed every threat he had wanted to make and silently backed down.
In truth, he had no idea what those supposedly "tense" circumstances were, but he had to show the uniformed Lynn some respect.
Such was the law of the Hive City: above violence, there was power.
And power often wore a uniform.
Like a silently spreading shadow, the Anvil Society slowly but steadily swallowed the territory and channels the Rusty Nail Gang had left behind.
Several key smuggling routes and two hidden supply transfer points.
Along with some illicit "protection money" revenue, they all quietly changed hands.
Lynn did not let the Anvil Society become ostentatious. Instead, he ordered Butcher to keep an even lower profile, dispersing the newly recruited personnel and making their operations increasingly covert.
The Bloodblade Gang's retreat was temporary.
After confirming that the "pressure from above" seemed to be a sham, their greed and humiliation at having their territory encroached upon flared up again.
They began gathering men, preparing to "educate" the Anvil Society, this suddenly emerging newcomer that "didn't know the rules."
This time, it was almost exactly the same as before.
Through Butcher, Lynn passed along a false assembly time and location.
Then he guided Rena's swarm, while the Bloodblade Gang's main force was halfway to the wrong location.
Into another, more secluded and complex network of abandoned pipes, where they replicated the ambush used against the Rusty Nail Gang.
A cold, efficient slaughter played out once again.
The Bloodblade Gang's thugs did not even understand who their enemy was before bone blades and acid striking from every direction reduced them to mangled chunks of flesh.
For the few who tried to resist, their Lasguns and projectile weapons proved cumbersome and powerless in the cramped confines against the sudden assault.
Blood splashed over the rusted pipe walls, soon absorbed by the stain-like fungal carpet.
The bodies were quickly dragged away, disappearing into the Hive City's bottomless digestive system.
The Bloodblade Gang, whose very name had once terrified the lower levels, ultimately became rising figures in the Anvil Society's ledgers.
And energy-rich biomass reserves in Rena's nest.
After several similar operations, the Anvil Society quietly took control of the entire underground market in District Seven, like fungal threads growing beneath the earth.
It kept out of sight, yet held the flow of resources firmly by the throat.
Correspondingly, Lynn's achievements in the tax office's records also became "outstanding."
"Successfully dismantled multiple smuggling dens, effectively curbed the circulation of weapons on the lower levels' black market, and maintained orderly taxation and regional stability."
Appraisals like these secured his smooth promotion to deputy captain of District Seven's tax inspection team.
But as time passed and the Anvil Society continued to grow.
No matter how cautious Lynn's methods were, they still left traces.
That day, Lynn went out as usual to look for suitable targets. He needed to find more resources for Rena.
Perhaps because of his bond with Rena, his nervous system had also become more sensitive.
Amid the bustling market, he suddenly felt the weight of someone's gaze.
Yes, a gaze had weight too.
Realizing something was wrong, he immediately cut short his activities for the day.
Back at the base, he immediately had Butcher use his increasingly well-informed network of eyes and ears to investigate.
The information that came back confirmed his unease.
Several unfamiliar faces had indeed appeared in that area recently.
They kept a low profile, observed keenly, and had a certain look in their eyes and bearing.
"They don't look like crooks. More like cops, but shadier than ordinary patrolmen," was Butcher's assessment.
He immediately realized that the Inquisition had its eye on him.
Although they might only be the outermost covert operatives conducting routine patrols, their very presence was an extremely dangerous signal.
The Imperium's hounds had finally brought their noses close to this rotten soil, drawn by the steadily increasing scent of "anomalies" on the lower levels.
It was only natural that a civil servant like him, who spent all day associating with the Anvil Society, would come under scrutiny.
But what he feared was that the Inquisition's interest in him had nothing to do with the gangs.
Lynn immediately changed his approach, deliberately distancing himself from the Anvil Society.
As though he had recognized the Inquisition's warning and responded in time.
Only when he was no longer "watched" so closely afterward did he relax a little.
Fortunately, he had never communicated with Rena face-to-face again since the water purification plant incident.
All their communication had been conducted remotely with the system's help.
It was precisely this caution that had kept him safe.
But Lynn knew that the Inquisition was no different from a pack of wild dogs that had caught the scent of blood.
Once they set their sights on something, they would certainly not give up easily.
He had to stir something up.
So, at an internal tax office meeting about "maintaining stability in lower-level production areas to safeguard the tax base," he took the initiative.
With an air of "deep concern," he said, "Recent reports from grassroots patrols indicate that, in certain abandoned areas and old pipe networks,
"Signs of 'mutant rat infestations' and unidentified vermin activity have intensified. This not only threatens public safety, but may also contaminate stored goods, affecting normal production and tax revenue.
"I recommend contacting the relevant departments of the Adeptus Arbites to organize several targeted joint clearance and pest-control operations."
The proposal passed, and he naturally became the captain of this inspection operation.
What surprised him most was that the operation's greatest supporter turned out to be a noble lord of Necromunda.
After the task force was established, this noble lord also held a private conversation with him.
The gist was that those above also knew about the Tyranid infiltration, and wanted Lynn to use this inspection operation as a pretext.
To investigate Tyranid infiltration on the lower levels, giving those above enough time to respond.
Lynn had to think of almost every sad thing from both this life and his previous one to hold back his laughter during that conversation.
And so Lynn, who was "keeping" the Tyranid Warrior Rena, began busily searching the lower levels for traces of all kinds of Xenos.
With Rena constantly supplying locations, Lynn raided quite a few Genestealer nests.
They had been a major worry of Lynn's to begin with, so he threw himself into the work.
What he had not expected was that this would earn him high praise from that noble lord.
And so the power in Lynn's hands inexplicably swelled to a terrifying degree.
He even had the authority to command a Planetary Defense Force contingent over a thousand strong, as an armed force to counter Xenos infiltration and protect his own safety.
To feed Rena better, he placed quite a few Anvil Society members in his personal guard, using them to recover material and clean up battlefields.
These Anvil Society members generally assumed that their secret boss was smuggling Xenos organs.
They saw nothing strange about Lynn's requests to recover Tyranid biomass.
This gave Lynn considerable room to maneuver, and Rena's affection continued to rise as a result.
The Inquisition's surveillance continued, but because of his increased authority and the "legitimate work" he was doing.
It seemed to have eliminated quite a few grounds for identifying him as a "heretic."
He was practically drowning in wins.
