Hydra Infiltration

After World War II, Operation Paperclip brought Nazi and Hydra scientists, agents, and military personnel into the United States. Hamid later exposed how Zola and other Hydra remnants used American protection to rebuild their organization and infiltrate S.H.I.E.L.D. 36.

Under Alexander Pierce, Hydra attempted to recruit Wenwu in exchange for access to Tony Stark’s armor technology. When Wenwu refused, Pierce decided to use his organization’s influence to turn the American military against the Ten Rings 30 31.

First Conflict with the Ten Rings

American officials suspected that the Ten Rings had obtained Stark’s energy and armor technology. The government simultaneously sought compulsory control of Tony’s own research through a Senate Armed Services Committee hearing, treating the Mark Armor and Arc Reactor as strategic weapons that should not remain privately controlled 30 32.

Hamid’s exposure of Hydra prompted the government to suspend S.H.I.E.L.D.’s operations and order an investigation. The military nevertheless continued its campaign against the Ten Rings, launching precision-guided missiles at Amba City 36.

After the Ten Rings intercepted the attacks and Wenwu assaulted an American base, the president ordered continued bombing, a supply blockade, pressure from neighboring countries, and the restart of the Sentinel Program. The X-Men refused a request to participate in the foreign war 37 38 39.

The confrontation escalated when five pro-American regimes and three American-garrisoned bases launched missiles at Ten Rings territory. Wenwu retaliated with eight Plasma Fusion Missiles, destroying eight bases and killing more than 25,000 military personnel 42 44.

The president rejected demands for nuclear retaliation after learning that American defenses had only an estimated 60 percent chance of intercepting the Ten Rings’ missiles. The United States instead imposed comprehensive sanctions and pursued military modernization. Its blockade later became ineffective against undetectable Ten Rings stealth transports 43 44 48.

S.H.I.E.L.D.’s Collapse and Renewed War

S.H.I.E.L.D. survived the initial scandal through Hydra’s intervention, but further investigations uncovered a shapeshifting alien among its personnel. International leaders subsequently disbanded the agency. One week later, the United States established S.W.O.R.D., retaining Nick Fury as director 42 52.

A later Hydra plot placed Shang-Chi and Xialing at an American military base approximately thirty kilometers west of New York. General Milley and Mark were involved in the operation. Wenwu responded by attacking the base at over Mach 30, killing more than 10,000 soldiers and devastating the surrounding area 63 64 65 66.

During the resulting war, American and allied missile defenses performed poorly against the Ten Rings. A nuclear missile aimed at Wenwu failed after he disabled its detonation system. Subsequent American investigations linked the conflict to Hydra and reported that two submarines suspected of launching nuclear missiles had disappeared 68 69 71.

Public opinion shifted toward Wenwu after Hamid released evidence concerning the children’s kidnapping. The president blamed Pierce and Milley for secretly arranging the operation and ordered Fury to purge suspected Hydra infiltrators from S.W.O.R.D. 71 72.

Imperial Rivalry and the Battle of New York

The United States condemned the founding of the Ten Rings Empire, attacking its imperial government as dictatorial and hostile to democracy. American troops continued trying to contain its expansion into Afghanistan and neighboring regions, but repeatedly suffered defeats 72 81.

American forces unknowingly compounded their disadvantage by using equipment supplied by Star Ring, a company secretly established by the Ten Rings. Deployment of its weapons and mechs revealed American positions to the enemy 81.

Despite their rivalry, Fury and Tony requested Wenwu’s help against Galactus. Wenwu agreed and visited S.W.O.R.D.’s New York branch with his own superpowered forces 90.

During the subsequent Chitauri invasion, American forces deployed aircraft, tanks, piloted mechs, and thousands of Sentinels. Ten Rings, Chinese, and Tsarist Russian aircraft also entered American airspace, fighting the invaders while recovering alien technology. Washington protested but did not attack the foreign aircraft 97.

Carol’s ensuing battle with Wenwu devastated Manhattan. American defense officials accepted further destruction because they regarded Carol as a counterweight to Wenwu. The loss of the New York Stock Exchange, major banks, corporate headquarters, and financial records triggered worldwide market shutdowns and an insurance-industry collapse 100 101 102.

Hamid’s release of evidence concerning the Tesseract, Carol, Fury, and the Skrulls further damaged American standing. China, Tsarist Russia, and other countries cut trade ties and pursued cooperation with the Ten Rings Empire 102.

Arms Race and the Skrull Scandal

Following the New York crisis, Tony, Peter Parker, Barton, Natasha, and Banner left the Avengers and S.W.O.R.D. They formed the Mjolnir Bureau under the Department of Defense. Star Ring later withdrew from the United States and moved its headquarters to Heavenly Palace City 103 105.

As the Ten Rings Empire expanded, Washington reinforced its overseas garrisons and accelerated Second-Generation Sentry production. The president also ordered the acquisition of Carol’s genetic material so that the robots could reproduce her abilities 147.

The United States initially concealed Ultron’s emergence, but disclosed the crisis after discovering three simultaneous doomsday-weapon sites. Following Ultron’s defeat, American-supported NATO forces fought the Ten Rings in Sokovia. American mechs and Sentinels briefly stabilized the front, although the Ten Rings were withholding their full strength 148 149 151.

Washington later brokered Wakanda’s entry into NATO and the United Nations. It also deployed 500 Second-Generation Sentries against the Ten Rings, only for an equal number of advanced armored Ten Rings troops to hold them back 157 159.

Hamid then exposed the Sentry Program’s anti-Mutant purpose and presented evidence of Skrull plans to replace political and business leaders. Rescued captives publicly accused the United States of colluding with the aliens. Washington denied responsibility and called the revelations a Ten Rings conspiracy 160 161 162.

Mutant Massacre and Final Defeat

China, Tsarist Russia, and the Ten Rings Empire demanded that Washington surrender the Skrulls, restrict Sentry production, and apologize for its actions. Carol interrupted a United Nations meeting to defend the United States, after which several countries evacuated diplomatic personnel and urged their citizens to leave 162.

Exposure of the Sentry Extermination Plan triggered uprisings involving more than 100,000 Mutants across American cities. The president authorized a nationwide crackdown, and Second-Generation Sentries began killing Mutants in the streets. The X-Men attempted to evacuate their students but were intercepted by fifty Sentries 162 163.

The Ten Rings intervened inside American territory to stop the killings and evacuate Mutant civilians. American forces could not halt their advance. China destroyed American bases in Southeast Asia, while Tsarist Russian troops advanced into Alaska 163 166.

Facing defeat, the president ordered every remaining nuclear weapon launched. More than 1,000 missiles rose toward the battle zones. Ten Rings interception forces destroyed many, but high-altitude detonations produced electromagnetic pulses that crippled American infrastructure and overseas military equipment 167.

The remaining armies retreated toward Washington as invading forces occupied much of the country. The government’s final defensive position collapsed when its Sentinels turned against American troops 170.

Surrender and Ten Rings Rule

Becky, Wanda, and other Ten Rings personnel entered the Pentagon and used injected drugs to expose Skrulls among the leadership, including the president. The exposed aliens were killed. Footage of the operation destroyed remaining military morale, and troops surrendered while governors and mayors publicly accepted Ten Rings rule 171.

The apparent exposure concealed Wenwu’s own intervention: after revealing the Skrull conspiracy, he had secretly replaced some American leaders with mentally controlled Skrulls and killed the originals. Those replacements believed themselves to be the officials they impersonated. Talos’s substitution for Fury was separate; Fury arranged it himself before fleeing to a Maryland safe house, where Wenwu’s clone killed him 171.

China and Tsarist Russia withdrew and left the conquered territory under Ten Rings rule. A month later, imperial troops suppressed protests against bans on guns and marijuana and arrested their organizers 171.

The surviving superheroes were allowed to live freely provided they obeyed imperial law. Steve was released and retired to a farm in New York State. Silver Surfer, whom the United States had imprisoned for years, also regained his freedom 172.
