Somewhere in the Sky Island town, Enel lowered his right hand after using his power and turned his gaze back toward the White Sea harbor.
At the harbor, pirate captain Green Will was being held up by a mysterious man and had not entered the town.
The scene caused by their battle left no room for anyone else to intervene. The energy spilling out of their clash sent the currents churning in the area of the White Sea around them.
Enel had arrived long before they began fighting, but when he sensed that both men were no weaker than him, he chose not to interfere. Instead, he concealed his presence and quietly watched them fight to decide the victor, intending to reap the benefits after both sides were badly hurt.
Although Enel had not learned the other types of Haki, his Observation Haki was exceptionally powerful with the use of his fruit's power. He concealed himself perfectly, keeping them from discovering him until he heard Green's subordinate insulting him. Unable to hold back, he used El Thor to end the pirate's life. In that instant, however, the others sensed his presence as well.
"Hmph! He can attack with lightning. He's a Devil Fruit user. I didn't expect him to have the Rumble-Rumble Fruit, the Logia fruit said to be the strongest."
While fighting the mysterious man, Green Will looked in Enel's direction and spoke calmly. Then he unleashed his power in a fierce blast, sending dozens of green vines stabbing at his opponent like spears and forcing him back.
"Boom!!!"
"Hmm!!! I didn't expect him to have the Rumble-Rumble Fruit. Things have just gotten even more troublesome."
As the boom rang out, the mysterious man was finally forced to reveal himself. He stood only about two meters tall, with well-proportioned muscles covering his body. The power contained in those muscles could not be ignored.
He wore a long white coat with the word "Justice" emblazoned on the back, and the medals on his chest revealed his identity. He was Rear Admiral Hogg of the Navy's New World branch. He spoke with a grave expression as he looked in Enel's direction.
"Whoosh!"
Suddenly, dozens of wooden spikes shot out of the ground toward Hogg.
"You let your guard down, Rear Admiral Hogg. Earth Thrust."
Green Will's voice sounded beside his ear, and dozens of wooden spikes thrust out of the ground, shooting straight at him.
"Tekkai."
In his haste, Rear Admiral Hogg used one of the Six Powers to withstand the attack. Dozens of wooden spikes thrust out from every direction and enclosed him.
"Storm Tornado."
Hogg's voice rang out from inside the sphere of wooden stakes. A tornado made of sword energy then tore it apart, revealing Hogg's muscular figure, covered in small wounds.
"Just as I thought, I still can't see how I could finish you off like that. I really can't underestimate you, Rear Admiral Hogg."
Will was not surprised to see all his vines severed. After all, if Hogg had been defeated so easily, he would not have been worthy of his position as a rear admiral or his status as a Navy Supernova.
"Soru!"
As soon as the words left Will's mouth, Hogg vanished from where he stood and appeared before him in an instant, using another of the Navy's famous techniques.
"Shigan: Madara."
His fingers jabbed forward at incredible speed, leaving a trail of afterimages as they attacked Will like a storm.
"Hmm! Green Vine: Forest Guardian."
Before the attack landed, Will reacted instantly, weaving his vines into a huge, hard shield in front of him.
"Bang, bang, bang, bang!"
Hogg's fingers struck the vine shield at incredible speed, producing a series of tremendous bangs before the shield burst apart.
"Green Vine: Thousand Wood-Piercing Needles."
The moment the wooden shield cracked, Will attacked again. Nine vines shot forward like arrows, aimed straight at Hogg's head.
"Swordsmanship: Eagle's Flowing Wind."
Hogg did not panic as the green vines stabbed toward him. Gripping his sword hilt with his right hand, he cut them apart with a backhand slash.
"Clatter!!!"
With nothing to support them, the green vines all fell to the ground.
"Whoosh!"
"Armament: Green Fist."
Will arrived in front of Hogg and clenched his hand into a fist. Vines wrapped around his arm, followed by Armament Haki, and he swung heavily at Hogg's face.
"Haki Sword: Selfless Sword."
Without even looking, Hogg likewise coated his sword in Armament Haki and thrust forward.
"Boom!!!"
The collision of sword and fist erupted with a tremendous boom. Ripples spread in every direction, sweeping up rocks and clouds of mist.
"Whoosh!"
The two clashed again, and the shock waves from their battle threw the harbor into chaos. The people who lived there had already left when the fighting began, and now the two men were the only ones at the harbor.
"Green Vine: Forest Giant."
As Will's voice rang out, a humanoid monster made of vines rose from the ground.
"Die, Hogg! Forest Fist!"
Will controlled the giant, making it swing its enormous fist down at Hogg.
"Boom!!!"
The enormous fist came down from above, smashing a huge crater into the ground.
"Soru!"
"Winding Snake Flowing Blade."
As the giant's fist came down, Hogg used Soru to get above it. He ran straight along its arm, cutting around it with his blade, while a stream of sword energy twisted like a swimming snake, slicing through its fist and arm.
"Bang!!!"
The severed vines fell heavily to the ground with a resounding crash.
"Will, I hereby judge you in the name of justice and sentence you to death. I, Hogg, will carry out the sentence. Swordsmanship: Wood Piercer!"
Hogg used Geppo to appear in front of Will and thrust his sword straight at his face.
"Heh heh! Come and try if you can. Green Vine: Thousand-Feather Piercing Execution!"
Dozens of arrows formed with a sweep of his hand and shot forward.
"Bang, bang, bang!"
The arrows drove the sword-wielding Hogg back again and again until he finally landed on the ground.
"Storm Blade: Great Might Slashing Wave."
Hogg quickly steadied himself. Gripping his sword hilt with both hands, he combined swordsmanship, Haki, and Rankyaku into one. He stepped forward and swung his sword, releasing a massive slashing wave that split the entire vine giant in two.
"Bang!!!"
"Hmph, Hogg!!!"
"Green Vine: Forest Entanglement."
Will, who had fallen along with the vine giant, quickly got to his feet and shook his head. He saw Hogg charging toward him.
Several thick vines extended from his hands and reached out to wrap around Hogg.
"Whoosh!"
"Clatter!!!"
Hogg flashed past in an instant, cutting all the vines into pieces that fell to the ground.
"Green Vine: Thousand Execution Feathered Arrows."
Seeing that his attack had failed, Will formed dozens of feathered arrows in front of him and sent them flying.
"Bang, bang, bang!!!"
Houses were pierced through, and a huge hole was blasted into a boulder, which eventually collapsed.
"Ah!!!"
After one house was pierced through, a little girl was revealed. She screamed in fear and terror.
"Hmm, a child..."
"Oh no..."
Will and Hogg reacted differently when they saw the little girl.
Will smiled because an idea for defeating Hogg had suddenly occurred to him.
Hogg, on the other hand, looked worried when he saw her.
"Heh heh! Hogg, let me see your justice as a Navy man. Green Vine: Thousand-Feather Annihilation!"
With a sinister chuckle, Will waved his hand, conjuring dozens of feathered arrows and shooting them at her.
"Damn it! No, get down, quickly!"
Hogg cursed under his breath and told her to get down quickly before rushing toward the little girl.
"Tekkai."
Hogg arrived in an instant and used Tekkai to protect both the little girl and himself.
"Hogg, you got distracted. Green Vine Secret Technique: Single Wood-Piercing Needle!"
With that, a long spear giving off flecks of green light turned black in his hand and shot straight toward Hogg's back.
"Puchi!"
Hogg failed to react in time and was pierced straight through from behind.
"Cough, cough! Are you all right?"
"I... I'm okay. Ah!!! Mister, you're hurt! Was it because of me? I'm sorry."
The little girl first said she was all right, then saw blood staining her clothes. She screamed and apologized to him over and over.
"No, it has nothing to do with you. Pfft!!!"
Hogg reassured her, then spat out a mouthful of blood as his consciousness gradually faded.
"Mister! Mister! Mister!"
The little girl kept calling out to him, but unfortunately, her voice grew fainter and fainter in Hogg's ears until he could no longer hear it clearly. Then he collapsed unconscious.
