History

Founding and Expansion

Hoshino named the Sunagakure Reform Society after assigning tasks to his associates, presenting it as their starting point for changing the village. Its original leadership consisted of Hoshino, Temari, Kankuro, and Gaara, with Gaara assigned to protect its interests 46.

The Society expanded through caravans, plantations, shops, puppet manufacturing, and mining. Temari organized commercial operations and offered generously paid, moderately difficult missions that attracted Chunin and Genin. Ordinary villagers received jobs that did not require ninja abilities, while trusted recruits recommended by Arashi operated the puppet factory and mines 47.

Its success threatened the families and elders who traditionally controlled Sunagakure’s resources. Neighboring villages also began investigating its activities, with Iwagakure supplying the largest number of foreign spies 47.

Rasa’s Entry and Joint Rule

Rasa initially questioned both the Society’s finances and the political dependence it was creating. Although he acknowledged its economic benefits, he warned that concentrating the village’s resources under a small leadership could leave ordinary people defenseless against corruption or mismanagement 48 49.

Hoshino invited Rasa to become an equal fifth leader and proposed dividing authority into nine fields. Rasa joined, using his position as Kazekage to facilitate the Society’s activities while its leadership arrangement initially remained separate from the village’s formal government 49 50.

Konoha’s demand for the Uchiha survivors and their technology accelerated plans to extend five-person rule across Sunagakure. The surviving Uchiha subsequently joined the Society and became part of the village 78 81.

Confrontation with the Council of Elders

During the prolonged confrontation with neighboring villages, the Society grew into one of Sunagakure’s two dominant powers. It held the military advantage, while the Council of Elders retained a larger share of essential resources and support from the nobility 82 90.

Corruption investigations exposed links between merchants, elders, and Society personnel involved in selling restricted prosthetics. Gaara’s investigation of the Third Elder uncovered buyers connected to Konoha’s Anbu, Root, Kumogakure, and Iwagakure 89 92.

The five leaders decided to eliminate the Council before the Four Kage Summit. An uprising followed, with prosthetic users receiving weapon authorization and Society ninja attacking the elders’ positions. Hoshino’s temporary disappearance complicated the operation because the Armed Forces Department required collective authorization to deploy 109 113 116 117.

The Society won the civil war. Intelligence reaching Konoha reported that 500 of its cybernetic ninja destroyed a force of 3,000 returning border ninja within half an hour, suffering fewer than fifty casualties 124.

Reconstruction and Wider Influence

After another month of investigations and consolidation, the Society eliminated the Council’s remaining forces and secured eighty percent of Sunagakure’s resources. It then introduced village-wide payment, education, infrastructure, and legal reforms 137.

Its growing independence brought conflict with the Land of Wind’s daimyo. The Society’s Information Hub connected caravan attacks, a puppet-product boycott, and sabotage of water infrastructure to the daimyo’s political network. The leadership responded by planning trade restrictions, exclusive agreements, and a resource-backed currency 138.

Hoshino later offered the Society’s prosthetic technology to support a united defense against an invasion expected within three to five years. Its network technology became a foundation of the Shinobi Alliance Network, and the Society subsequently ranked alongside Kumogakure at the forefront of alliance influence 167 172 189.

By the time the invasion timetable shortened, Rasa reported that intelligent puppet production had expanded to fifty thousand units. Hoshino warned that an advance force led by a Six Paths Level fighter, accompanied by a million troops, would arrive in one year 211.

Leadership and Organization

The Five Giants

The five leaders hold equal standing. Their original division of responsibility assigns one administrative field to each, while reserving four major fields for collective decisions 49 78 126.

Leader Individual Responsibility Documented Functions
Hoshino Scientific research Directs technological development and the research department; represents the Society at the Four Kage Summit 78 82 126
Rasa Resources Oversees mineral and water reserves, abandoned-mine reopening, and resource allocation 78 82 138
Kankuro Economy Oversees revenue, prosthetic sales, and commercial operations 78 82
Temari Public welfare Oversees welfare conditions; initially organizes caravans, plantations, shops, and missions 47 78 82
Gaara Oversight Heads the Inspection Department and investigates corruption, leaks, and restricted-technology trafficking 78 82 89 90

Decision-Making

  • Joint authority: Military force, ideology and education, law, and information are governed collectively. Information authority includes intelligence gathering and guidance of public opinion 49 78.
  • Unanimous authorization: Certain major powers, including deployment of the Armed Forces Department, require all five leaders’ consent 93 117.
  • Monthly rotation: One leader remains at headquarters to manage routine affairs, calling the others together when a major vote is necessary 93.
  • Overlapping responsibilities: The leaders’ initially separate spheres gradually intertwine, deliberately strengthening their mutual dependence 109.
  • Closed supreme leadership: Ordinary promotion cannot elevate a member into the five giants, despite advancement opportunities elsewhere in the organization 109.

Departments and Recruitment

  • Core structure: Four jointly governed departments and five minister-led departments support the organization. Another dozen or twenty smaller departments handle specialized functions, including logistics and foreign affairs 139.
  • Subordinate administration: Smaller departments have multiple deputy ministers rather than a single minister, dispersing authority and encouraging coordination 139.
  • Recruitment: The Society recruits civilian workers, ninja, extensively modified ordinary people, and foreign specialists. Hoshino cites mechanics from the Land of Snow, Lightning Release technicians from Kumogakure, and smiths from the Land of Iron as examples 47 89 94.
  • Advancement: Contribution and practical value determine standing below the supreme leadership. Hoshino states that applicants with clean backgrounds are not rejected merely for their origin 94.
  • Legitimate identities: Outside recruits retain publicly legal identities, regardless of their private activities 96.
  • Shinnō and the Sky Ninja: Hoshino recruits Shinnō to head the Biology Division and train specialists, then brings the surviving Sky Ninja into service with offers of resources, research opportunities, and revenge against Konoha 94 95.

Economy and Civil Administration

Economic Model

  • Shared interests: Hoshino’s founding strategy ties personal livelihoods to the Society, turning economic beneficiaries into political supporters 47 48.
  • Initial financing: Consolidation improves returns from caravans, plantations, and mines; transferring non-core industries to villagers reduces operating costs 48.
  • Revenue growth: Monthly income reaches sixty million ryo through prosthetic sales, black-market resale, and other activities—twenty million more than the preceding month 82.
  • Changing ownership: The original model draws on market incentives and private ownership, while later reforms include resource nationalization and trade independence from the daimyo 48 138.
  • Currency proposal: Hoshino proposes a Sunagakure Bank issuing Gold Dust Notes backed by resources and future tax revenue. The leaders finalize a plan alongside trade countermeasures, but the cited account does not establish the currency’s subsequent circulation 138.

Postwar Reforms

Area Measures
Payment and registration Abolishes mission-based payment, requires village-wide registration, and distributes payments according to established standards 137.
Water supply Cooperates with Amegakure to cut channels through the border mountains and divert excess rainfall into the Land of Wind 137.
Food production Cooperates with Otogakure to overcome production bottlenecks and raise productivity 137.
Education Establishes literacy schools, ninja academies, and prosthetic technology academies with six-year curricula 137.
Higher education Builds Reform University, including colleges of economics, resources, research, and public welfare 137.
Personnel selection Uses examinations for ordinary organizational posts; military, law, ideology, and information positions require separate, higher-priority private assessments 137.
Local administration Divides Sunagakure into hundreds of grids whose trained workers collect residents’ needs, communicate policy, and report implementation data in real time 138.

Technology and Military Capabilities

Scientific Research

  • Early limitations: The research institute initially possesses funding and equipment but lacks qualified staff. Its early researchers specialize in mechanics, with no biologists available 47 79.
  • Expansion: The underground mechanics laboratory grows to more than a hundred researchers, many purchased through the black market, supplemented by recruitment from the Land of Snow 84.
  • Research practices: Human experimentation takes place in the underground laboratory 96.
  • Chakra instruments: Develops devices that detect, analyze, and guide Chakra flow for prosthetic modification, strategic weapons, and Medical Ninjutsu 150.
  • Independent expertise: Shinnō’s research team demonstrates integrated biological, mechanical, and energy-analysis capabilities, although its instruments fail to explain the bone cocoon surrounding Hoshino 160.

Prosthetic Modification

  • Civilian modification: Third-generation technology replaces arm bones and muscles with metal structures without requiring amputation. Basic models lack Ninjutsu-storage functions 82.
  • Management protection: High-end prosthetics issued to non-ninja administrators include defensive, medical, and auxiliary equipment intended to protect them from assassination 89.
  • Combat conversion: Semimechanical bodies can incorporate arm-mounted Chakra Cannons, leg propulsion, and tactical-analysis eyes. High-level authorization can grant Kage-level combat power 147.
  • Weapon controls: Mechanical weapon modules can operate without Chakra, but require Society-authorized prosthetics and contain built-in self-destruct devices 84.
  • Chakra firearms: Military-grade guns are designed to penetrate Chakra defenses; even Earth Release: Hardening offers limited protection 90.

Reform Society Network

  • Access: Spirit Puppets pair with prosthetic eyes to provide network access; each puppet has a unique identifier and binds to one owner 86.
  • Basic interface: Provides entertainment, inquiries, law, news, and reporting sections, with access restrictions on sensitive information 88.
  • Services: Includes emergency medical assistance, security alarms, and prosthetic repair contacts offering round-the-clock service 88.
  • Monitoring: Records location, working hours, efficiency, output, and prosthetic maintenance requirements; communication records are archived 86 88 109.
  • Information Hub: Uses dozens of computers to process food statistics, construction progress, trainee assessments, and supply distribution 138.
  • Alliance successor: Its core technology combines with Rinnegan Chakra rods and Konoha’s Sealing Jutsu to create the second-generation Shinobi Alliance Network 172.

Armed Forces

Force or Asset Strength and Function
Armed Forces Department Two thousand fully converted prosthetic ninja under four deputy heads, equipped with the Scientific Research Department’s latest modules 117.
Combined-arms system Integrates Taijutsu, Ninjutsu, and firearms for long-, medium-, and close-range group warfare 117.
Departmental troops Five other core departments each maintain approximately two hundred directly commanded troops 117.
Anbu Conducts precision attacks and sentry elimination during the uprising, using mechanical eyes and firearms 116.
Postwar deployment Approximately one thousand cybernetic ninja remain at the border, with five hundred outside Sunagakure and five hundred inside 139.
Mutant insects Hoshino’s modified Kikaichū are treated internationally as a potential nation- or world-destroying strategic weapon 123 128.
Intelligent puppets Production expands to fifty thousand units during preparations for the approaching invasion 211.

Civilian Conditions and Corruption

Labor and Surveillance

  • Early benefits: Expanded missions and civilian employment initially improve living conditions and generate broad support 47 48.
  • Wartime exploitation: The Society remains wealthy while refusing to raise wages or stabilize prices, drawing criticism from Temari. Workers accept longer hours and reduced pay to sustain their families 82.
  • Mining conditions: Workers endure harsh quotas, prosthetic-related injuries, and stimulants. Spirit Puppets add movement tracking, work monitoring, and fatigue stimulation 86.
  • Compulsory costs: An elderly miner without a prosthetic eye is ordered to obtain one at the cost of his next month’s wages 86.
  • Ration dependence: Network records directly determine resource allocations. Poor performance can mean reduced rations or unemployment, making prosthetic installation nearly unavoidable for survival 109.
  • Social mistrust: Rewards for reporting violations encourage villagers to inform on one another, weakening trust between neighbors 88 109.
  • Leadership policy: Before the uprising, Hoshino proposes increasing labor demands and reducing relief grain as part of the preparations against the Council 109.

Internal Corruption

  • Administrative strain: Gaara attributes repeated corruption cases to expansion outpacing the Society’s institutional safeguards 89.
  • Relief and maintenance fraud: Investigations uncover stolen relief supplies and suspected falsification of prosthetic-maintenance accounts 89.
  • Restricted-equipment trafficking: Warehouse director Yamada intercepts management prosthetics, alters serial numbers and usage records, and offers them for three million ryo per set—approximately three times their internal price 89.
  • Wider complicity: The Third Elder identifies Society insiders among participants in an international military-prosthetics black market 92.
