Background / History
Fourth Kazekage
Rasa governed a Sunagakure weakened by military defeats, financial shortages, and entrenched clan interests. He personally led mining teams to raise village funds, drawing on his Gold Dust Technique. Despite his title, he could not freely mobilize ninja outside his own faction during peacetime, and rival factions had infiltrated even the Anbu 1 20 21 49.
His compromises included sacrificing Scorch Release user Pakura to obtain a ceasefire with Kirigakure. Hoshino regarded that decision as evidence of Rasa’s limited control over village politics; it also contributed to distrust of Sunagakure’s leadership 18.
Hoshino’s Graduation and Anbu Appointment
Rasa approved Hoshino’s early graduation application after reviewing an Anbu investigation and learning that Chiyo supported it. He personally attended the examination with Chiyo and Ebizo. Hoshino’s independently acting, Ninjutsu-using doll immediately attracted his interest as a technology that could strengthen Sunagakure 4 5 6.
After ending the assessment and approving Hoshino’s graduation, Rasa assigned him to Anbu Team Six. When Hoshino later challenged the puppet clans over dangerous, poorly made products, Rasa authorized an investigation—but required him to operate within the Anbu and avoid destabilizing the village. He subsequently appointed Hoshino captain of the newly established Team Eleven 6 21.
Destruction of the Puppet Clans
Evidence of forbidden human experiments gave Rasa grounds to act against the Night Sand and Black Scorpion clans. He initially spared the Red Sand Clan because of its importance and extensive connections throughout Sunagakure 29.
Before the operation, Rasa killed two assembled Anbu members with Gold Dust. He then personally devastated the Night Sand Clan, crushing its leader and elders while ordering Hoshino to recover experimental records and puppet techniques. The accompanying purge of the Black Scorpion Clan likewise allowed no survivors 32 33.
Hoshino and Hizuki’s subsequent attack on the Red Sand Clan exceeded Rasa’s intentions. Although he had welcomed an opportunity to intimidate the clan, he feared that destroying one of its factions could provoke village-wide civil conflict 34 36 37.
Hoshino persuaded him that the clan’s supporters were not a unified force and that neighboring villages were poorly positioned to intervene. Rasa agreed to declare the Red Sand Clan missing-nin, authorized Hoshino to handle its elimination, and awarded him the contents of its compound. He retained the right to intervene if Hoshino threatened village stability 37 38 39.
Joining the Reform Society
Rasa questioned both the financing of Hoshino’s reforms and the danger of concentrating the village’s resources in a single organization. He warned that corrupt or incompetent leaders could leave ordinary villagers without meaningful protection or recourse 48 49.
He nevertheless joined the Reform Society under a five-person power-sharing arrangement with Hoshino, Temari, Kankuro, and Gaara. Rasa selected the resources portfolio because of his firsthand experience with Sunagakure’s mines and resource allocation. Military deployment, education, law, and information were reserved for collective decisions 49.
Initially, he retained the Kazekage office and used its authority to assist the Society. By the later confrontation with the Council of Elders, the Kazekage system existed largely in name, and Rasa was subsequently described as a former Kazekage 50 90 93 126.
Reform, Covert Operations, and Foreign Pressure
Rasa approved Hoshino’s scheme to have Sunagakure ninja raid noble caravans disguised as sand bandits, then collect payment for suppressing those same “bandits.” His approval followed consideration of the exposure risk and Konoha’s influence over Sunagakure’s mission income 52 53.
He was less comfortable with the spread of prosthetic bodies. He feared that ninja would mutilate themselves for rapid gains and become dependent on technological replacements rather than training. Despite these concerns, he continued supporting the village’s transformation 55 56.
When Konoha demanded the surrender of Uchiha survivors and their technology, Rasa and Hoshino accelerated their joint-governance plan and prepared for war. Rasa recalled shinobi, reinforced the borders, stockpiled supplies, and assigned forces from rival factions to border duty 78.
His caution remained influential within the Society. He opposed abandoning ninja attached to traditional factions and later rejected Gaara’s request to deploy the Armed Forces Department abroad, arguing that it could expose Sunagakure’s capabilities and be interpreted as a declaration of war 83 93.
Civil War and Later Administration
Rasa joined the other four leaders in planning to eliminate the Council of Elders before the Four Kage Summit. When Hoshino disappeared into a dangerous experiment, Rasa and the remaining leaders continued preparations while monitoring the sealed laboratory 109 113.
During the fighting, Rasa helped Hoshino and Gaara defeat the Second Elder’s puppet army, then remained with Gaara to interrogate him. He later led cybernetic ninja and rebels against the Council’s main force. As destructive energy swept through the village, he attempted to shield evacuating civilians with sand barriers and a massive metal shield 117 118 120 122.
After the civil war, Rasa rejected full-body prosthetic modification for himself and tried to dissuade Kankuro from undergoing it. He later helped formulate economic countermeasures against the Land of Wind’s daimyo, insisting that Sunagakure secure reliable supplies before introducing the proposed Gold Dust Notes 126 138.
When Hoshino’s situation in Amegakure became uncertain, Rasa prepared aircraft but stayed behind to maintain order in Sunagakure. At a later Reform Society meeting, he reported that intelligent puppet production had reached fifty thousand units 159 211.
Appearance
- Kazekage robes: Wears the office’s robes while leading the assembled Anbu 32.
- Gold Dust: Frequently surrounds himself with flowing golden particles, including while moving rapidly between locations 32 34 36.
Personality
Rasa is calculating and protective of political stability. He supports reform when it offers a practical route to strengthening Sunagakure, but initially wants Hoshino to act as a controlled instrument of the Kazekage rather than an independent power. He is skeptical of claims of selfless service and presses Hoshino to admit what resources and influence he expects to gain 21 38.
His concern for the village coexists with extreme ruthlessness. He can annihilate a clan without visible emotion, yet also recognizes the dangers of unchecked authority, exploitation, and technological dependence. These concerns do not prevent him from approving covert robbery or participating in the Reform Society’s increasingly coercive rule 33 49 53 55 109.
He is willing to revise his position when persuaded by concrete advantages. His decision to join the Reform Society follows negotiations over checks on power and departmental responsibilities, rather than complete trust in Hoshino. He also acts as a restraint on impulsive decisions, warning Kankuro that anger will not resolve Hoshino’s disappearance 49 159.
Abilities & Skills
Magnet Release: Gold Dust
Rasa manipulates Gold Dust into large-scale weapons, restraints, and battlefield formations. His power allows him to overwhelm groups containing Chūnin, Special Jōnin, and Jōnin 32 33.
- Gold Dust spears: Creates spears more than ten meters long to destroy the Night Sand Clan’s gates 32.
- Gold Dust: Sand Shower: Rains penetrating particles through enemy ninja and the buildings behind them 32.
- Binding chains: Immobilizes multiple opponents, then tightens the restraints to crush them 33.
- Giant hand: Obliterates the Night Sand Clan’s leader, elders, and attacking puppets, leaving a crater 33.
- Magnet Release: Gold Dust Sharp Spear: Pierces defensive stone pillars and continues toward the ninja behind them 118.
- Gold Dust storm: Contests the Council of Elders’ large-scale Earth Release attacks 120.
Defensive and Cooperative Sand Manipulation
Rasa can combine his control with Gaara’s to produce enormous sand constructs and can manipulate metallic material for emergency defenses 117 122.
- Combined sand hand: Works with Gaara to crush the Second Elder’s puppets 117 118.
- Emergency barriers: Raises sand spikes in the path of a destructive shockwave 122.
- Metal shield: Gathers metallic matter from across Sunagakure into an overhead shield. Even with all his Chakra committed, the shield melts upon contact with the incoming energy 122.
Tailed Beast Suppression
Rasa can suppress Shukaku single-handedly. Watching his destruction of the Night Sand Clan forces Hoshino to reassess the gap between briefly clashing with Shukaku and possessing Rasa’s sustained combat power 33.
Resource Management and Military Leadership
Rasa’s administrative expertise rests partly on years of personally raising funds through mining 49.
- Resource administration: Takes responsibility for the Reform Society’s resources portfolio, covering minerals, water sources, and land allocation 49.
- Military preparation: Organizes recalls, border reinforcement, and supply stockpiling during the confrontation with Konoha 78.
- Combat training: Serves alongside Hoshino and Gaara as an opponent in the Armed Forces Department’s simulated battles 93.
- Field command: Leads cybernetic ninja and rebels against the Council of Elders’ main force 120.
Relationships
- Hoshino — Initially a promising subordinate whom Rasa hopes to control; later an equal partner in the Reform Society. Their cooperation remains marked by disagreements over political risk, technology, and concentrated power 21 49 55.
- Temari — His daughter and fellow Reform Society leader. Her commitment to Hoshino’s emerging faction initially raises the prospect of opposing her father 31 49.
- Kankuro — His son and the Society’s economy administrator. Rasa opposes his choice of full-body modification and later counsels him against acting impulsively over Hoshino’s disappearance 49 126 159.
- Gaara — His son and a fellow leader. Their earlier relationship is deeply hostile; Rasa recalls Gaara wanting to kill him. They later cooperate in battle, although Rasa still challenges Gaara’s proposed military operations 93 117 118.
- Chiyo — An influential elder whose support for Hoshino initially makes Rasa suspicious of her intentions. He considers her position before deciding how to exploit Hoshino’s puppet technology 4 6.
- Baki — An Elite Jōnin identified as one of Rasa’s trusted ninja 12.
- Council of Elders — A rival center of power that Rasa ultimately fights as part of the Reform Society’s campaign to unify Sunagakure 90 109 120.
Notable Quotes
“Evidence? There’s no need for evidence. The Kazekage’s will is the village’s will.” 32
“Shared interests? It sounds wonderful, but once power is concentrated, who can guarantee the higher-ups won’t become corrupt?” 49
“Kankuro, acting on impulse won’t solve anything.” 159
Trivia
- Hoshino’s recollection of the original storyline places Rasa’s death early in the Konoha Crush Plan. In this story’s altered course, he remains active through the later Reform Society meetings 1 211.
- Akasuna Arashi’s experimental Gold Dust puppet makes Hoshino wonder whether the Red Sand Clan has an undisclosed connection to Rasa. The passage establishes Hoshino’s suspicion, not a confirmed relationship 44.
