Background / History

Hokage Candidacy and Lost Succession

Hiruzen was raised as a cherished Sarutobi Clan genius. His clan spent more than a decade investing resources and political effort into securing the Hokage position for him. Tobirama regarded him as talented, well-rounded in Ninjutsu, and well-liked 2 3 4.

During the retreat at Lightning Cloud Ravine, Hiruzen wanted to volunteer to delay Kinkaku and Ginkaku’s forces but could not overcome his fear of death. Shu Shiraishi volunteered instead and returned with both enemies’ severed heads. Hiruzen’s hesitation convinced Tobirama that his indecisiveness would endanger the village, and Tobirama appointed Shu as the Third Hokage 1 2.

Hiruzen protested that Shu was too young, lacked leadership experience, and would destroy Konoha’s peace. Kagami Uchiha and Torifu Akimichi defended the appointment, confronting him with drawn weapons. When Hiruzen renewed his accusations during the return to Konoha, Shu held a sword against his neck and struck his cheek with its blunt back. Hiruzen did not retaliate 2 3 4.

Suppression of the Old Leadership

At Shu’s leadership meeting, Hiruzen opposed the demand that clans surrender seventy percent of their treasury assets and all secret technique scrolls. He warned that the policy would provoke rebellion. Shu responded by throwing a mug at him and threatening the Sarutobi Clan 8.

Hiruzen remained silent when Mitokado Homura appealed to him for help while being stripped of office and sentenced to lifelong coal mining. By the meeting’s end, Hiruzen declared that the Sarutobi Clan had no objections to Shu’s industrialization plan 10 11.

Confiscation and His Father’s Execution

The Sarutobi Clan’s economic resistance was attributed to Hiruzen’s father, Sarutobi Sasuke, who sought to pressure Shu by withholding supplies. Shu responded by seizing the clan’s property and breaking Sasuke’s limbs 17 18.

Finding his father crippled, Hiruzen attacked Shu with a kunai. Shu kicked him more than ten meters into a wall and pinned him beneath his boot. He then accused Sasuke of wartime hoarding, price manipulation, and plotting rebellion, announcing his execution for the following noon 18.

Hiruzen begged for his father’s life, offering to leave Konoha with the clan and eventually promising complete submission. Shu nevertheless publicly beheaded Sasuke after accusing the Sarutobi and Shimura clans of diverting compensation owed to fallen civilian ninja. Hiruzen froze beside his father’s severed head and lost control of his bladder 19.

Forced Labor and Escape

Stripped of his armor, Hiruzen was assigned to construction work in torn hemp clothing. An overseer whipped him when he tried to use chakra to relieve his physical pain, ordering him to conserve it for pushing carts 28.

Hiruzen protested that ninja should protect the village rather than perform construction labor and urged Kagami to resist Shu. Kagami instead kicked him into a three-meter-deep foundation pit and ordered him to finish digging before eating. Hiruzen resumed work after witnessing the punishment of other clan members 29.

He was later sent to Black Rock Coal Mine, where he worked in ankle-deep water while shackled. After half a month of fourteen-hour workdays, he escaped during an overseer shift change using a wire he had patiently shaped into a lock pick. He intended to obtain military support from the daimyō or Ōnoki and overthrow Shu 39 57.

Recapture and Public Trial

A concealed surveillance camera detected Hiruzen as he emerged from the mine’s ventilation system. Shu addressed him through loudspeakers, and Kagami surrounded him with Uchiha Urban Management officers and four mechanical war dogs 58.

Kagami bound him with steel cable and returned him to Konoha for a public trial. Shu displayed footage of Hiruzen promising to return with an army, presenting his plans as a threat to the workers’ factories and improved livelihoods. The crowd cursed him and pelted him with refuse. Hiruzen insisted that he had acted for the village, but broke down under the hostility 59.

Afterward, Shu forced him to look over Konoha’s industrial skyline. Confronted with the scale of its transformation, Hiruzen concluded that he had lost not merely the Hokage position but to an entire era. Shu then ordered him sent to the sewers to join Danzo 60.

Final Loss of Resistance

Hiruzen subsequently returned to forced construction labor. Seeing Danzo’s mutilated corpse dragged past him, followed by the whipping of a struggling Hyuga laborer, destroyed his lingering hope that the village could be restored through the Will of Fire. He wept, then resumed carrying bricks without resistance 65 91 92.

The sight of Konoha’s world-destroying bomb reinforced his surrender. He admitted that Shu could never be defeated and regarded his family legacy and ideals as powerless before the weapon 100.

Coerced War Correspondent

During Konoha’s invasion of the Land of Wind, Hiruzen was transported in chains aboard a command vehicle. An Uchiha officer forced him to carry heavy livestream equipment and report on the offensive at knifepoint 107 108.

He filmed Sunagakure ninja being killed by machine guns and watched their Ninjutsu fail against Konoha’s armored vehicles. The failure of the Third Kazekage’s Magnet Release further undermined his belief in traditional shinobi strength 108 110 111.

Hiruzen followed the troops into Sunagakure despite the camera rubbing his shoulder bloody. He later filmed the Land of Wind daimyō’s capture and Konoha’s flag being raised over the palace, noting that the conquest had taken twelve hours 112 113.

Appearance

  • Before his fall: Wore ninja armor, a forehead protector, and a thigh-mounted kunai holster; his hair was usually immaculately kept 1 18 28.
  • During forced labor: Wore rough, torn hemp clothing and often worked barefoot. His hands developed recurring blood blisters, while shackles rubbed his ankles raw 28 39.
  • At the construction sites: Was described as bare-chested, sunburned, and peeling, with rag padding his shoulders and a dirty towel around his neck 91.
  • During the Land of Wind campaign: Appeared gaunt and withered, with tangled gray hair, a stained gray hemp robe, and injured wrists and ankles confined by iron restraints 107.

Personality

Hiruzen’s ambition is closely tied to his clan’s status. He considers the Hokage position rightfully his because of the Sarutobi Clan’s long investment in his candidacy, and resents its transfer to a sixteen-year-old civilian 2 3.

He advocates protection, mutual understanding, and self-sacrifice as the meaning of the Will of Fire. However, his fear repeatedly prevents him from acting on those principles: he hesitates to cover Tobirama’s retreat, submits when Shu threatens him, and refuses to intervene for Homura 1 3 4 10 11.

His attachment to his father briefly overcomes that fear. Sasuke’s mutilation drives him to attack Shu despite their overwhelming difference in strength, and he later abandons his pride entirely while begging for Sasuke’s life 18 19.

Hiruzen initially understands resistance as saving Konoha’s traditions rather than betraying the village. His recapture, public rejection, and repeated exposure to industrial warfare gradually replace that conviction with helplessness and resignation 57 59 60 92 108.

Abilities & Skills

Ninjutsu and Chakra Control

Tobirama considers Hiruzen a promising, well-rounded Ninjutsu practitioner 2.

  • Channels chakra into his legs while charging Shu 18.
  • Can refine chakra to ease muscular strain, though his overseer forbids this use during labor 28.
  • Contemplates attacking Shu with Fire Style but is too intimidated to form the hand seals; no named Fire Style technique is demonstrated in that confrontation 4.

Kunai Combat

Hiruzen carries and draws a kunai during emergencies and confrontations 1 18.

  • Attempts a direct thrust at Shu’s throat after discovering his father’s injuries 18.
  • Is defeated before the strike reaches its target 18.

Hiruzen prepares his mine escape through patient toolmaking and observation 57.

  • Grinds scrap wire against stone over half a month to make a lock pick.
  • Opens his ankle shackle by touch during a shift change.
