History

Foundation and the Azure Emperor Title

Zesi proposed a new crew to restore the deterrent power lost after Roger's death and the Roger Pirates' dissolution. Its protection would extend to former crewmates who wished to retire: attacking anyone from their Pirate King faction would mean making an enemy of the new organization 85.

The World Government promoted Zesi as the Azure Emperor as part of a scheme to provoke competition among powerful pirates. Zesi adopted the epithet as his crew's name after reading the announcement in a newspaper, declaring that it represented the entire crew's glory rather than merely his own title 85 87.

The resulting challengers included the Hundred Alliance Pirate Crew, an alliance of more than 100 crews. Zesi swept its ships and tens of thousands of pirates into the sea, also disrupting Marine surveillance. The crew's early reputation was further strengthened by its defeat of Captain John and the reorganized remnants of the Golden Lion Fleet 91 103.

Wano and Hachinosu

After Zesi defeated Kaido and killed Orochi, Wano Country came under his protection. Recruitment in the Flower Capital attracted thousands, while Bullet's training turned selected samurai into the foundation of the expanded crew 100 102 103.

Zesi subsequently claimed Pirate Hachinosu and planned its development as a free-trade island. When the Silver Axe Pirates attacked, the smaller Azure Emperor force overwhelmed their ordinary fighters through superior training and coordination. Zesi killed Silver Axe, and the surviving enemies were captured 110 114 118.

Conflict with the Marines

The World Government engineered a confrontation with the Whitebeard Pirates after Azure Emperor Apostles killed one of Whitebeard's subordinate captains. Its intention was to let the two emperors weaken each other before the Marines intervened 119 126.

Zesi and Whitebeard instead used their confrontation to draw the Marines into battle, striking together when Fleet Admiral Kong appeared. The expedition ended with Kong dead at Zesi's hands and more than half of its 100,000 elite Marines lost 129 137.

The subsequent Marine withdrawal left many New World countries exposed to pirate raids. Some initially blamed the Azure Emperor Pirates, but countries increasingly accepted Zesi's flag and tribute arrangement in exchange for protection. These agreements formed the Azure Emperor Territory 140 141 167.

War with the Other Emperors

The seizure of an Azure Emperor Shipping cargo vessel by the Big Mom Pirates prompted a three-day ultimatum demanding the return of its crew, ship, and goods. After war was declared, Shanks destroyed every Big Mom Pirates branch outside Totto Land in a single day 221 225.

During the wider crisis, Whitebeard brought his fleet into Azure Emperor Territory following Zesi's capture of Teach. Facing pressure from Whitebeard, Big Mom, Kaido, and the World Government, Zesi consumed a second Devil Fruit to obtain overwhelming power. He killed Whitebeard, prompting the World Government to order its personnel out of the New World 240 242 244 247.

The Second Division's missile strikes destroyed the Beasts Pirates' headquarters and thirteen branch bases. Kaido survived but fled the New World. Following the Big Mom Pirates' surrender, the Azure Emperor Pirates took over Totto Land and absorbed their forces 251 255.

Azure Empire Federation

With the New World unified, Zesi declared that a pirate crew's name no longer suited an organization ruling the region. He announced the Azure Empire Federation to overcome the lack of public legitimacy associated with piracy 255 256.

Its establishment completed the organization's transformation into a sovereign state encompassing the New World. The Five Elders regarded this as a greater challenge to their authority than the crew's military victories alone 257.

Later Re-establishment

Zesi later formally established the Azure Emperor Territory and Azure Emperor Pirates again while organizing a team for exploration beyond the settled regions. Naruto, Kakarot, and other companions objected to being called pirates, but Zesi ended the objections with his overwhelming Conqueror's Haki Spirit 304.

The new crew's first declared objective was to sweep the Troll Plains. Later reports confirmed that it had annihilated the Troll Wasteland and that Zesi had killed the Troll King with one sword strike, taking its Divine Essence Crystal 304 310.

Organization

Leadership and Divisions

• Division command structure: Expansion added three battalion commanders and nine company commanders per division. Platoon and squad leaders were to be selected from new recruits during training 192.
• Third Division naming: The public announcement concerning Big Mom's seized ship names its speaker as Third Division commander Les; Zesi later attributes the ultimatum to Easter Egg 221 224.

Azure Emperor Apostles

The Apostles served as Zesi's personal guards and representatives, holding status equal to crew officers 102.

• Selection: The initial recruitment offered Apostle positions to the three highest-ranked trainees. Kanjuro separately accepted appointment directly from Zesi 101 102.
• Authority: Apostles represented Zesi's will abroad, arranged protection for countries, and later undertook formal diplomatic visits 140 218.
• Known members: Kanjuro, Kirikage, and Katakuri are explicitly identified as Apostles 101 140 255.

Death Army

Azure Emperor Palace Shichibukai

Zesi established the Shichibukai to secure the seven routes in the first half of the Grand Line for passenger and freight traffic—not to grant legal permission to plunder 156.

• Strategic position: The main crew supplied top-level combat strength, the Shichibukai formed the middle layer, and the Death Army supplied the rank and file 173.
• First appointee: Gecko Moria accepted responsibility for one route, with 1,000 Death Army soldiers and 30% of its profits offered in return for securing it within three months 156.
