Faced with a myriad of challenges, the Revolutionary Army's Provisional Supreme Council, led by Monkey D. Dragon, convened a historic preparatory meeting for the " World Representative Congress " in Holy Land Mary Geoise (now renamed " New Dawn Plaza "), a Pluton Ark undergoing reconstruction, witnessed by the Pluton Ark. Participants included not only representatives of the Revolutionary Army, reformists from the former Navy, and representatives from former Affiliated Nation (not ruled by the Celestial Dragons ), but also representatives from the Four Seas, the Grand Line, and even various races across the universe, including former members of opposing forces like Tesoro who were willing to repent and provide resources. Establishment of core principles:
After a heated and frank debate, the conference first established the three core cornerstones of the New World order:
1. Freedom: Ensuring the fundamental freedom of thought, speech, belief, and movement of every individual, and opposing any form of thought control and personal slavery. Racial equality is enshrined in the fundamental law.
2. Democracy: Power belongs to the people. • The Executive Council: The highest executive body. Elected by the National People's Congress, it operates under a system of collective leadership or a rotating chairmanship. It is responsible for implementing the resolutions of the National People's Congress and managing daily affairs. Its power is decentralized to different departments and is subject to strict oversight.
• The International Court of Justice: An independent judicial body composed of highly respected legal scholars and judges, adjudicating major transnational and transethnic cases in accordance with a new legal code to uphold fairness and justice.
• The Civilization Guardians Committee: A relatively unique organization. Composed of Allen (representing the balance of spacetime and the lessons of history), Robin (representing history and knowledge), the Pluton Core (representing the will of the Ark and the Spark of civilization), and sages from various fields. They do not hold executive or legislative power, but possess supervisory and advisory authority. They are responsible for safeguarding the secrets of the " Primordial Light," ensuring history is not altered, and issuing warnings when the world may once again veer towards extremes. This serves as a balance and check on absolute power.
• High degree of regional autonomy: Recognizing and respecting the unique cultures and traditions of different regions and ethnic groups, and granting them a high degree of autonomy. The role of the World Government is more about coordinating, safeguarding basic rules, and providing public services, rather than direct control.
Challenges of the transition period:
The establishment of a system is not something that can be accomplished overnight. The transition period is fraught with challenges.

New course:
Pluton god of the underworld, did not become a new symbol of hegemony. Instead, after restoration, it was Definition as the " Freedom Ark," which will serve as a mobile museum, academy, and exchange platform, touring the world to showcase the history obscured by Imu, disseminate knowledge, and promote exchange and understanding between different civilizations.
A new flag was raised in New Dawn Plaza —no longer the cross of the World Government, but a flag depicting the hands of many races holding up the rising sun, symbolizing inclusivity, cooperation, and hope.
