Background / History

Luo Xuanqing was a direct disciple of Perfected Jiuhua on Mount Jiuhua. Xuanqing was her Taoist name, while Luo Qingcheng was her secular name. Finding mountain life tedious, she returned to the secular world with the stated intention of “right[ing] every injustice under heaven.” Perfected Jiuhua removed her from the Taoist register and formally severed their master-disciple lineage, although Luo continued to honor her privately as her master and elder 24.

She subsequently became the Flower Judge, a feared martial-world figure known for killing without passing judgment. By her introduction, she held both a command position in the Heaven-Observing Pavilion and an inspection envoy’s post in the Judicial Review Bureau 2 24.

At Shangjin Ferry, Luo led the pursuit of Mantanghong, who ranked eighth in the Second Rank and possessed a divine weapon. Mantanghong’s palm strike sealed Luo’s Governing Vessel, leaving her unable to use even a tenth of her strength. Luo retaliated with a specially made Essence-Dispersing Needle that temporarily stripped Mantanghong of her power, but regarded the encounter as her own defeat: she could not remove the seal herself, while Mantanghong would eventually recover 24.

Appearance

  • Build and bearing: Tall and voluptuous, with a slender waist and a noble presence compared to that of an imperial consort 2 15.
  • Face: Foxlike eyes, slender brows, a high, straight nose, and soft red lips. Her expression combines aloofness with a more teasing charm at close range 3.
  • Hair: Black, worn pinned up while dressing for the day 13 115.
  • Clothing: Introduced in a white cloak and white veil; also wears blue-green dresses, black jianghu clothing, and a black-veiled hat 2 12 15 104.
  • Distinguishing nickname: “Three Feet One” refers to her bust measurement, not her height 15 24.

Personality

Luo is proud, commanding, and unwilling to let colleagues encroach on her authority. Although the Pavilion’s four commanders hold equal rank, she addresses Ruan Jinyu as though questioning a subordinate and refuses his attempt to take over her investigation under the pretext of protecting her 4. She also expects discipline from her own officers, sharply reprimanding Chen Xuance for losing a lead or entering her office without properly reporting 15 75.

Her treatment of Ye Xingge combines professional investment, protectiveness, and flirtation. She praises his achievements but repeatedly objects to his habit of pursuing dangerous enemies alone. Her concern is often clearest when her stern words contrast with the gentleness of her medical care 12 38 104.

Despite cultivating the image of an aloof Taoist fairy, Luo remains strongly attached to worldly life. She enjoys teasing Ye, accepts increasingly intimate wagers, and becomes flustered when he turns her provocations back on her. She nevertheless insists on honoring her bets, even when doing so embarrasses her 24 76 95. Her private reflections repeatedly question how she can preserve her authority—and her supposedly detached Daoist composure—around him 77 105 117.

Abilities & Skills

Great Pure Yin and Internal Martial Arts

Luo cultivates Mount Jiuhua’s Great Pure Yin and is recognized as a leading internal martial artist 4.

  • Her established standing is fifteenth in the Second Rank and twenty-sixth overall; she had remained outside the Second Rank’s top ten for years 23 24.
  • Even with her meridians sealed, she launches a small stone fragment across a street and through a shop’s doorpost and wooden door 6.
  • Mantanghong’s Qianyuan Silk-Reeling Force restricts both her usable power and her senses. The blockage remains in place during the Mysterious Armament Pavilion operation 4 110.
  • At full strength, she considers herself capable of killing the three cultists confronting Ye at that operation almost instantly; while sealed, she struggles to intercept a single incoming knife 110.

Cloud-Touching Palm

A technique demonstrated by holding water inside an inverted teacup without spilling it 6.

  • Shows fine control rather than merely destructive force.
  • Her sealed Qi meridians prevent her from maintaining the demonstration for long 6.

Lightness Skill

Luo uses lightness skill for infiltration, pursuit, and rescue.

  • Reaches the top of a three-meter wall before Ye can follow her movement 16.
  • Crosses rooftops and travels over wheat by touching its tips with her toes, covering several miles in moments 21.
  • Carries the exhausted Ye while moving just above the ground 22.

Meridian Knowledge and Technique Development

Luo can assess martial foundations, seal acupoints, and redesign internal-force routes.

  • Identifies that Ye relies heavily on physique and talent while using less than seventy percent of his available inner force effectively 6.
  • Chooses the Eight Extremes Gang-Piercing Force manual to suit his forceful, sweeping fighting style 13.
  • During a technique contest, devises a working route around two sealed acupoints in under three minutes, adding seven acupoints to the original circulation path 94.
  • Examines Ye’s meridians in their shared dream, though his misleading explanation prevents her from identifying the true cause of his condition 115.

Divination and Face Reading

Skills associated with her Mount Jiuhua training 75.

  • Compares her birth information with Ye’s and interprets their connection as Peach Blossom Baleful Intent, a potentially dangerous romantic entanglement 40.
  • Reads Ye’s facial features as showing the “bearing of an emperor,” while noting that this need not mean he will actually become one 75.
  • Her interpretation of their romantic fate remains a source of private speculation rather than a resolved prediction 73 105.

Equipment / Weapons / Items

  • Returning Flow Pendant — Her personal renowned weapon. Its Divert Force and Return the Flow effect disperses incoming internal force through her limbs’ meridians, described as roughly a seventy-percent reduction in such damage. It does not prevent Mantanghong’s meridian-sealing attack 24.
  • Green throwing knife — A remotely directed renowned weapon with Chase Shadows and Seek Traces, allowing it to lock onto a target’s head. Luo redirects it with a finger gesture and uses it to pressure enemies while protecting Ye 38 110.
  • Black Banner Saber — A weapon she reaches for when intending to confront Ruan Jinyu and later draws during an argument over one of Ye’s riddles 38 104.
  • Essence-Dispersing Needle — A Heaven-Observing Pavilion implement used to temporarily strip Mantanghong of her martial power 24.
  • United Hearts Plaque — Connects her with Ye for messages and the transmission of emotionally vivid impressions. Carrying it while asleep also draws them into a shared dream; Luo subsequently warns that sleeping with it can disturb the mind 113 114 116 123.

Story Role / Major Arcs

Qingxi Investigation

Luo arrives at Ye Xingge’s inn while hunting Mantanghong and unknowingly takes the room directly opposite the fugitive’s hiding place. Ye’s defeat of Ruan Jinyu’s subordinate Zhang Qing helps her resist Ruan’s attempt to interfere with the case 2 4 5.

  • Takes an interest in Ye’s talent and begins advising him on his martial shortcomings 6.
  • Rewards his service with the Eight Extremes Gang-Piercing Force manual and permits him to call her “Sister Luo” in private 13.
  • Continues working despite her sealed meridians rather than returning to the capital to recuperate 4 15.

Linyang and Yang Tuyan

When Ruan obtains a lead to Linyang, Luo disguises herself in jianghu clothing and takes Ye with her, leaving Chen Xuance to guard Qingxi 15.

  • Infiltrates an escort agency and later pursues An Yurou after a disturbance draws official attention 16 17.
  • Notices both a distant fire and Ye’s absence, then finds him returning with severed heads after killing Yang Tuyan and the Eight Pillars Hall spies 21.
  • Checks his injuries and carries him away, bypassing the town to prevent Ruan from claiming a share of the achievement 21 22.
  • Questions him about the Ravine-Leaping Tiger and introduces him to the dangerous competition surrounding divine weapons and First Rank wielders 24 25.

Recruitment and Assessment

Luo advocates for Ye’s admission to the Heaven-Observing Pavilion and an exceptional promotion. Ruan counters that his earlier rewards cannot also count toward immediate advancement 29 30.

  • Proposes making him a Night-Walking Lieutenant, then argues that he should at least become an Embroidered-Robe Commandant 29 30.
  • Is alarmed when he commits to capturing three wanted criminals in three days; she had intended him to request three months 31.
  • Treats him after he captures Winnowing Basket Water Leopard and fights more than thirty cult followers 38.
  • Secures chain mail, weapons, official equipment, and an express horse for his next mission against Tail Fire Tiger 40.

Forgetful River Mouth

After Ye kills Gold-Chasing Gentleman and becomes the focus of a large martial-world search, Luo joins the other commanders on an expedition to rescue him if possible, restore order, and recover the Fate-Robbing Saber. The four commanders lead three thousand Embroidered Robes from the capital 52.

  • Demands answers from Jiang Jinjiang during the search 57.
  • Learns through Duke Zhang’s message that Ye has returned the saber and that the Return to Origin Cult caused the disturbance 57.

Court Support and Romantic Wagers

Luo works to secure resources for Ye’s proposed rise to First Rank within six months. She explains that visible progress—beginning with Third Rank and the Gold List—is necessary to persuade the court to invest heavily in him 62 71.

  • Loses a two-day Gold List wager and honors her mistaken answer to an intentionally misleading riddle, allowing intimate physical contact 72 76.
  • Tests Ye’s technique-development ability in another wager; their declared draw leads her to accept a clothing-related forfeit 94 95.
  • Explains the rewards attached to ranking gains and offers to obtain the Twelve Stances Art 94.
  • Shares her first kiss with Ye following another riddle wager, then privately resolves to be sterner with him 104 105.

Mysterious Armament Pavilion and Shared Dream

Luo accompanies Ye to investigate intelligence that the Return to Origin Cult intends to rob a shipment of sword-nurturing materials 108.

  • Shields him from throwing knives and retrieves him from immediate danger when the cultists attack 110.
  • Joins Wen Zhuohua in forcing the attackers to scatter, though neither woman secures a kill in the ensuing pursuit 110 111.
  • Exchanges flirtatious messages with Ye through the United Hearts Plaque and enters a shared dream with him 114.
  • Becomes sexually intimate with him within that dream after accepting his explanation that his altered cultivation technique has left him with excess vigor; the encounter takes place while they sleep in separate rooms 115 116.
  • Later continues using the plaque while on duty and sends Chen Xuance to check on Ye when she fears one of her imagined retaliations has hurt him 123.
  • Advises Ye to rest after his overnight practice of the Twelve Stances Art, ahead of the emperor’s birthday challenge matches 128.

Relationships

  • Ye Xingge — Subordinate, martial protégé, and developing romantic partner. Luo offers to take him as either subordinate or disciple before their relationship becomes increasingly intimate 25 105 115.
  • Perfected Jiuhua — Former formal master. Luo continues to regard her as a master and elder despite their severed lineage 24.
  • Mantanghong / Hongyu — Martial rival and the opponent responsible for her persistent meridian seal. Luo initially does not know that the guest opposite her at Ye’s inn is the fugitive she is hunting 2 13 24.
  • Ruan Jinyu — Fellow commander and professional antagonist. Their disputes center on investigative credit, authority, and Ye’s recruitment and assessment 4 29 30 38.
  • Chen Xuance — Subordinate entrusted with guarding Qingxi, assembling personnel, and checking on Ye; frequently reprimanded for mistakes or breaches of decorum 15 52 75 123.
  • An Yurou — An established acquaintance familiar enough to recognize Luo during the Linyang incident and later visit her quarters 17 95.
  • Shen Yueyao — Friendly associate who addresses her as “Sister Luo” and shares news about court support for Ye 77.
  • Wen Zhuohua — Head of the Mysterious Armament Pavilion and temporary combat ally against the Return to Origin Cult 110 111.
  • Black cat — Her plump pet, carried in her arms at her introduction and fed fish during her stay at the inn 2 13.
