History
Fourth Holy Grail War
Waver participated in the Fourth Holy Grail War as Rider's Master, having stolen Kayneth El-Melloi Archibald's Holy Relic to enter the conflict. Initially frightened and physically out of his depth, he was repeatedly endangered by Iskandar's recklessness, including nearly being knocked from a bridge. 75 76
After Kayneth confronted him, Waver publicly vowed that he would no longer be the same person when they next met. He also recognized Pantaleon only vaguely as someone connected to King Arthur's era. 78
During the battle against the sea beast, Waver witnessed Cthulhu's eyes and suffered severe mental shock, collapsing unconscious shortly afterward. 101
Lord El-Melloi II
Years later, Waver became Lord El-Melloi II and head of the Clock Tower's Modern Magecraft Department. Despite his position, he remained deeply in debt and lived with Gray in a secluded, run-down apartment. 185 186
Yu Feng encountered Waver in London and presented himself as Kaede Ryougi. Waver accepted the explanation, though Yu Feng's reappearance unsettled him because it recalled the Fourth Holy Grail War. Yu Feng later gave him a card containing one hundred million dollars for lodging expenses, which Waver received with irritation rather than gratitude. 186
As a Lord, Waver accepted commissions involving modern magecraft and former students. He investigated the death of Ernest Fargo, determined that Ernest had deliberately become an undead spirit after pursuing the Root through unstable magecraft, and relied on Gray and Yu Feng when the group was trapped by undead. 188 189
Waver also exposed Lord Guldoya Devnant's experiments on humans and animals. By analyzing the workshop's electrical consumption, magical components, and connection to Jupiter, he reconstructed Guldoya's plan to harness Zeus's power. 193
Mystic Eye Train Incident
Waver eventually learned that Yu Feng had been the Einzbern Avenger, Pantaleon, in the Fourth Holy Grail War. Yu Feng confirmed only that he had effectively wished for incarnation through the Holy Grail; Waver agreed to keep his identity confidential to prevent turmoil at the Clock Tower. 196
Heartless stole Waver's most precious Holy Relic: a fragment of Iskandar's cloak. Waver pursued him aboard the Mystic Eye Train, where he investigated the murder of Theresa Feros and the theft of Mystic Eyes. 196 198 204
Through deduction, Waver exposed Heartless as the murderer and identified his larger scheme: the creation of a Sub-Holy Grail by linking the Mystic Eye Train and the Child of Fuyuki Forest to a Spiritual Vein. 204 205
Waver recognized Faker as Iskandar's magical substitute and challenged her over her exclusion from Iskandar's Army of the King. He recovered Iskandar's cloak when Heartless threw it back to him during their confrontation. 205 206
When Hephaestion used her binding Mystic Eyes on Gray, Waver had already prepared a distraction to exploit the moment her attention shifted, allowing Gray to break free and counterattack. 207
Later Battles
Waver continued working alongside Yu Feng in later conflicts. In Xianyang, the two established a complex barrier that converted and amplified magical energy; Waver recognized it as a nascent form of an Inherent Domain. 363
Personality
Waver is observant, stubborn, and prone to irritation when Yu Feng interrupts, teases, or treats him as a client who can simply provide answers. His frustration does not prevent him from recognizing Yu Feng's strength or relying on him when direct combat is necessary. 186 200 205
He approaches mysteries analytically, preferring to reconstruct a magecraft's purpose from physical evidence, magical theory, and the motives of those involved. He is willing to challenge powerful opponents directly once he has reached a conclusion. 189 193 205
Although he often presents a weary or gruff exterior, Waver is protective of Gray and remains deeply affected by Iskandar. His hope of seeing the King of Conquerors again was a major reason he pressed Yu Feng about the possibility of Servant incarnation. 186 196 200
Abilities & Skills
Modern Magecraft Theory
Waver is a prominent theorist of Modern Magecraft and serves as the Lord overseeing its Clock Tower department. He is particularly skilled at interpreting unfamiliar systems rather than overwhelming enemies through raw magical force. 186 188
- Identified that Ernest Fargo's corpse arrangement used unprecedented Modern Magecraft rather than conventional celestial magecraft. 188
- Analyzed Guldoya Devnant's lightning-and-fur magecraft as a Jupiter-based system connected to Zeus. 193
- Understands the strategic value of complex magical barriers and recognized Yu Feng's energy-conversion barrier as an embryonic Inherent Domain. 363
- Has only limited direct offensive capability, knowing mainly minor spells; in combat situations he depends on stronger allies such as Gray and Yu Feng. 189
Deduction and Investigation
Waver excels at drawing conclusions from incomplete evidence and using his findings to pressure opponents into revealing more.
- Determined that Ernest Fargo had anticipated becoming undead and had prepared the mansion's undead as a contingency. 189
- Delayed the Mystic Eye auction through Melvin's request to extend his investigation time. 203
- Exposed Heartless's identity, his manipulation of Calebor, and his investigation into the Holy Grail War. 204 205
- Deduced that Heartless's ultimate objective was the construction of a Sub-Holy Grail. 205
- Identified Faker as a substitute for Iskandar and inferred her resentment toward the Army of the King. 205 206
Tactical Planning
Waver compensates for his limited combat ability through preparation, coordination, and a willingness to recruit unlikely allies.
- Coordinated with Kayneth, Olga Marie, and Leondra during the Child of Fuyuki Forest crisis. 206
- Prepared a countermeasure against Hephaestion's binding Mystic Eyes before she used them on Gray. 207
- Worked with Yu Feng to construct a large-scale mana-conversion barrier ahead of the decisive battle in Xianyang. 363
Equipment / Items
- Fragment of Iskandar's cloak — Waver's most important Holy Relic. He kept it under extensive protection until Heartless stole it, then recovered it on the Mystic Eye Train. 196 197 205
- Magecraft-artifact cigar — A non-tobacco magical item used as a substitute for an actual cigar; Waver cannot comfortably afford real cigars and has poor physical health. 191
- Mystic Eye Killer — Protective equipment Waver wore while boarding the Mystic Eye Train, despite not possessing Mystic Eyes himself. 198
Relationships
- Iskandar — His Rider in the Fourth Holy Grail War. Waver views himself as Iskandar's subordinate rather than someone the king submitted to, and safeguards a fragment of Iskandar's cloak as his most treasured relic. 75 200 205
- Gray — His disciple. Waver protects her from Yu Feng's teasing, relies on her combat capability, and prepares plans around her safety. 186 189 207
- Yu Feng / Pantaleon — A difficult ally who frequently provokes Waver but also supports his investigations and combats threats Waver cannot face directly. Waver discovered Yu Feng's identity as the Fourth Holy Grail War's Avenger and promised to keep it secret. 186 196 200
- Kayneth El-Melloi Archibald — Waver's former instructor. Waver stole Kayneth's Holy Relic to enter the Fourth Holy Grail War, later promising to prove he had changed. 76 78
- Lainis — His adoptive sister. She assists with investigations and remains concerned that Waver may be manipulated again. 191 196
- Mary Lilith Fargo — His former student, who sought his help after Ernest Fargo's death. 188
- Heartless — Former head of the Modern Magecraft Department and Waver's adversary during the Mystic Eye Train incident. Heartless stole Iskandar's cloak and attempted to create a Sub-Holy Grail. 196 205
- Hephaestion / Faker — An enemy Servant tied to Iskandar's legacy. Waver identified her role as Iskandar's substitute and exploited her emotional reaction to the Army of the King. 200 205 206
