Looking at Steve in front of her, Peggy Carter said, "Do what you believe is right, and stand by it."

Hearing his lover's support, a faint smile appeared on Steve's face. Then, remembering what Mei had said, he asked, "Mei said S.H.I.E.L.D. is regaining recognition from the United Nations?"
Peggy Carter nodded.
"S.H.I.E.L.D. can't keep existing like a ghost forever. It causes us a great deal of inconvenience."
"But you don't need to worry. Your decision won't affect S.H.I.E.L.D.'s return."
"In fact, a government has already approached us, hoping we'll become an independent government department, but I refused."
"S.H.I.E.L.D. is meant to protect all humanity, not be the weapon of any single nation."
Hearing Peggy's words, Steve nodded and said, "Yes. S.H.I.E.L.D. can't become a weapon in someone else's hands, just like the Avengers can't accept the Sokovia Accords."
Peggy Carter smiled, then said, "The name S.H.I.E.L.D. probably can't be used anymore. Once we regain our status, we may need to change it."
"After all, ever since Natasha exposed those files, S.H.I.E.L.D.'s reputation in the outside world has been ruined."
Steve asked curiously, "What name are you planning to change it to?"
Peggy Carter said, "During Nick Fury's time, he always compared us to a shield protecting humanity. But I don't think we should be defending passively. We should be striking proactively."
"S.W.O.R.D. What do you think of that name?"
Steve seemed to think of something, then nodded in approval. "When it comes to fighting crime, taking the initiative is indeed necessary."
