Background / History

Founding and Consolidation

The Senju and Uchiha joined forces to end the chaotic era and establish Konoha. Its founding purpose was to provide peace rather than perpetuate the Warring States system of clan warfare. The Uchiha nevertheless remained politically isolated, partly because their earlier conflicts had created blood feuds with other clans 24 39 71.

Tobirama strengthened the Hokage’s authority through two institutions: his network of disciples tied influential clans to the leadership, while the Ninja Academy created a substantial base of civilian shinobi. The Senju eventually merged into the village, whereas the Uchiha retained their clan organization and responsibility for the Military Police Force 25 72.

These arrangements produced unequal opportunities. Nawaki lacked the training infrastructure once provided by the Senju, while Fugaku benefited from an intact clan. Hanma consequently regarded Konoha as a coalition of competing interests rather than an institution deserving unconditional loyalty 25.

Second Shinobi World War

Konoha prepared for war by holding an elite Jonin competition to select commanders. Clan-affiliated and civilian shinobi competed not only for military responsibility, but also for influence and wartime rewards 5.

Sunagakure and Amegakure subsequently allied to attack through the Land of Rivers. Acting on the Land of Fire Daimyo’s order, Hiruzen mobilized Konoha for a counterattack. Hanma’s Hunter-Killer Unit concentrated Uchiha and civilian forces under his command, giving him an opportunity to build relationships outside the clan 41.

Konoha repelled Sunagakure and Amegakure but suffered considerable losses. The final confrontation with Kumogakure ended when Hanma and the Third Raikage disengaged rather than continue a strategically dangerous battle 62 110.

Uchiha Autonomy and the Hyuga Crisis

After the war, the Hokage Building publicly cleared Hanma of accusations and credited him with defending Konoha from Shukaku and leading the Hunter-Killer Unit in killing a thousand enemy shinobi. The announcement improved the Uchiha’s reputation among ordinary villagers 80.

Hanma then expanded the clan’s independence through commercial investment, policing reforms, and a guarded residential barrier. Hiruzen acknowledged the Uchiha’s freedom to resume ordinary missions, but privately considered the reformed Military Police Force a counterweight to his authority 93 115.

Kumogakure exploited these internal divisions through an alliance proposal concealing a plan against the Hyuga. Toroi engineered his own death at the clan head’s birthday banquet, allowing the delegation to demand Hyuga Hiko and the Byakugan as compensation. The eventual settlement preserved Hiko’s life but surrendered his Byakugan, while Konoha presented the outcome as a diplomatic success 129 130 131 132.

The settlement weakened confidence in Hiruzen. Some clans sought his protection; others approached Hanma. The Hyuga became more withdrawn, while the Aburame aligned with the Uchiha 132 133 162.

The Floating Fortress and Divided Authority

The arrival of Uchiha Fortress triggered a Level Three alert and temporary lockdown. Its identification as Hanma’s fortress prevented a confrontation, but exposed uncertainty within Konoha’s command structure 162 163.

Hanma designated the fortress a second branch of the Military Police Force and distributed steel, explosives, and flying ninja tools to Uchiha and Aburame personnel. He also offered equipment to the Ninja Academy, making it difficult for Hiruzen to oppose the expansion openly 164.

After Hanma’s coalition conquered Kirigakure, much of its training and research moved to the Land of Water. Uchiha businesses remained active in Konoha, and Military Police personnel rotated through village duty every three months 227 241.

Coalition War and Kirigakure’s Merger

Izuna’s impersonation of Tobirama changed Konoha’s international reputation. Rival villages interpreted the apparent return of the Second Hokage, alongside Hanma’s strength and Danzo’s Nine-Tails power, as evidence of renewed aggression 233 241.

A four-village summit organized an invasion of Konoha. Orochimaru attended as the deceased Third Mizukage, secretly turning Kirigakure’s participation into an opportunity for Hanma’s faction. Hiruzen assigned the Uchiha and Aburame to the coastal front against Kirigakure, and Hanma accepted without objection 247 248.

Konoha’s other fronts deteriorated. Sakumo retreated from Sunagakure, Danzo was overwhelmed by Kumogakure, and Homura and Koharu died on the Iwagakure front. Hiruzen chose to continue fighting Ōnoki as Hanma’s faction prepared its own intervention 250 251 252.

After Hiruzen and Danzo died, Minato killed dozens of shinobi who challenged his role in Hiruzen’s death. He established the official account: Hiruzen had died heroically against the Third Tsuchikage, while Danzo had been lawfully killed for attempting to seize Uchiha Sharingan. Orochimaru then revealed his identity and announced Kirigakure’s merger into Konoha 275.

Unification and Urban Expansion

Hanma’s regime eventually absorbed the former hidden villages and overthrew the daimyo. Regional administration replaced the competing village system: Shikaku Nara received the Land of Earth and Iwagakure, while Fugaku received the Land of Lightning and Kumogakure 296 297.

Large-scale warfare ended, and chakra was redirected toward agriculture, housing, manufacturing, and infrastructure. Old grievances between shinobi from different villages still disrupted construction, but the unified order produced widespread prosperity 297.

When Hashirama and the other resurrected figures visited, Konoha had become an enormous city with towering buildings and advanced spatial defenses. Hashirama considered its prosperity a realization of the peace he had hoped to create 298.
